Contractor-Operated (COCO) type Defense Fuel Support Point (DFSP)
services are required in the vicinity of San Cusumanno, Sicily for a
period beginning February 01, 2000. Performance Period: Two-year
contract with four six-month options to renew. This requirement is to
obtain the necessary services and facilities to receive, store, and
ship one grade of Government-owned petroleum product (Fuel, Naval
Distillate Grade F76) in the vicinity of San Cusumanno, Sicily. Tankage
required: Approximately 28,603 cubic meters (180,000 barrels) shell
capacity is required. If more than one tank is offered, they should be
interconnected and isolated from the other facilities and products
handled with tank farm. Physical System Requirements: Storage and
handling facilities capable of receiving, storing, protecting, and
shipping one grade of U.S. Government-owned product F76. A dedicated
system is preferred, however, common isolated systems will be
considered, provided the offeror submits the data required by Clause
L116.01, Data Required to be Submitted. Estimated Throughput: Excluding
initial fill and final shipment throughput is anticipated to be
approximately 1 million barrels per year. Throughput is computed as
follows: receipts plus issues divided by two. Receiving capability:
Pipeline receipt capability is required. Receipt capability via
ocean-going tanker and barges is required on a 24 hour per day, 7 day
per week schedule at rates compatible with the mode of transportation
tendered, normally 1,272 m3 (8,000 bbls) per hour for tankers and 318
m3 (2,000 bbls) per hour for barges. Lesser receiving rates will be
considered but will be factored in cost assessments when evaluating
offers. It is anticipated that there will be 1,000,000 barrels received
annually via MSC/charter vessels. The average size of the receipts will
be approximately 160,000 barrels. Shipping Capability: a. Via
ocean-going tankers and barges on a 24-hour per day, 7-day per week
schedule. Pumping rates and/or pressures shall be compatible with
tanker and barges receiving rates, normally 1,272 m3 (8,000 bbls) per
hour for tankers and 318 m3 (2,000 bbls) per hour for barges. Lesser
pumping rates will be considered but will be factored in cost
assessments when evaluating offers. b. Via Navy vessels: 24 hours per
day, 7 day per week. Pumping rates/pressures shall be compatible with
vessel receiving rates, normally 200 m3 (1200 bbls) per hour. The
Contractor can anticipate servicing from 6 to 12 Navy ships per month.
Servicing quantities will normally range from 5,000 gallons to
5,000,000 gallons per vessel. c. Pipeline shipment capability is
required to the NATO Augusta Depot on a 24 hour per day, 7 day per week
schedule. The Contractor shall be capable of pumping fuel through the
pipeline at a minimum sustained rate of 120 m3 (750 barrels) per hour.
Unless otherwise directed by the Government, pipeline shipments shall
continue uninterrupted. Doucument Preparation: The contractor shall
prepare all customs shipping and receiving documents in accordance with
Italian Laws. The contractor shall also prepare all US Government
documentation for issues and receipts (i.e. Forms DD-250, DD-250-1, and
DD1149). The contractor shall report daily, weekly, and monthly
inventories and product movements. Solicitation will be located on
