Moss Landing Harbor District is inviting interested parties to submit
proposals relative to the development and/or operations of a restaurant
located in Moss Landing's North Harbor in the same location as the
former Skipper's Restaurant. Development will be in accordance with the
North County Land Use Plan (Local Coastal Plan) adopted by Monterey
County in April 1982 and certified by the California Coastal Commission
in June 1982 and will use the design and drawings approved by the Board
of Harbor Commissioners. The District will provide plans and
specifications. A portion of Parcel #413-002-003 permitted to be used
for recreational and/or visitor-serving facilities, which will consist
of a restaurant, with a total footprint of 1,800 square feet, more or
less. Height of building from ground is 22'. Design plans for the
exterior of the building have been approved by Monterey County and the
Coastal Commission. The Moss Landing Harbor District is soliciting
proposals from a bonafide operator/developer for a thirty (30) year
lease with two (2), ten (10) years options to renew, or a twenty-five
(25) year lease with one, twenty-five (25) year opetion to renew. The
lease will be negotiated during an Option Agreement Period. The Option
Agreement will be for a period of six (6) months commencing December
1, 1999, or as soon thereafter as the Moss Landing Harbor Commission
and other agencies approve the option. A fee of five thousand dollars
($5,000) will be charged for the Option Agreement period. The lease
will require a minimum monthly payment in addition to percentage rents,
and will be a function of the scale and nature of the development. The
lease will reserve to the Board of Harbor Commissioners the power to
fix and determine the rates to be charged by the lessee for the use by
the public of facilities developed by the lessee. This is a
requirement of California law. The lease shall be negotiated with the
General Manager of the District. The negotated lease will require final
approval by the CaliforniaDepartment of Boating and Waterways and the
Board of Harbor Commissioners of the Moss Landing Harbor District. The
negotiated lease will not be considered final and valid until all
approvals have been acquired. The terms and conditions of the Option
Agreement, as well as the lease, are negotiable. The District has a
