Work to be performed under this solicitation consists of surface preparation, priming and painting of the damaged surface areas on the upstream and downstream faces of the five (5) regulating gates at Parker Dam. Each regulating gate has nominal dimensions of 50 feet x 50 feet. The downstream face of each regulating gate has approximately 15 large cross beams for structural support and approximately 5 vertical girders for structural support. Damaged surface area on the 5 regulating gates is estimated at 2,500 square feet (upstream face) and 10,000 square feet (downstream face). Principal features of the work include (1) Relocation and initial set-up of the Government-furnished floating bulkhead gate to allow isolation of the upstream face of one of the regulating gates (Gate 1); (2) Dewatering isolated area between the bulkhead gate and the regulating gate; (3) Contractor shall be responsible for temporary scaffolding, working platforms, or two-point suspension scaffolding necessary for access to upstream and downstream faces of the regulating gate; (4) Surface preparation of defective or damaged areas of existing paint or coating and of all loose rust; (5) Apply primer paint and final coating systems in accordance with the applicable industry standards for the particular product; and (6) Contractor shall remove all temporary scaffolding, working platforms, or two-point suspension scaffolding and prepare for relocation of the Government-furnished floating bulkhead gate to the subsequent regulating gate (Gates 2 through 5) and repeat process. After completion of work on the final regulating gate (Gate 5), the Contractor is responsible for removing all temporary scaffolding, working platforms, or two-point suspension scaffolding. It is strongly recommended that all prospective bidders make a site visit to inspect the existing installation. Site visits can be scheduled Monday through Thursday, between the hours of 7:00 a.m. and 4:00 p.m. (Pacific Time). The Contractor and/or painting (Sub) Contractor (i.e., qualified personnel) must be qualified in accordance with SSPC QP 2; such qualifications shall be current and fully maintained throughout the duration of the Contract. Written evidence of SSPC QP2 Certification is required to be submitted no later than 30 days after award. The estimated cost range of this project is $500,000 to $1,000,000. The location of this project is at Parker Dam on the Colorado River and on the California -- Arizona border, 20 miles south of Lake Havasu City, Arizona. The performance time for completion of this project is 540 calendar days from issuance date of Notice to Proceed. Pursuant to Section 12 of the Reclamation Project Act of 1939 (43 U.S.C. 388), incremental funding for the contract will be made available in accordance with the clause WBR 1452.232-80 Limitation of Funds (Fixed-Price Contract) (funding percentagewill be reflected in the clause of the solicitation). The presolicitation notice (SF-1417) for this project is currently available. This solicitation is unrestricted. The standard industrial classification code is 1721 and the small business size standard is $7 million. The work for this project is being procured by full and open competition in accordance with FAR Part 14 -- Sealed Bidding. Only price and/or price-related factors will be considered. Therefore, award shall be made to the low, responsive, responsible bidder whose price is considered fair and reasonable. All responsible sources may submit a bid which shall be considered by the agency. Contractors or (Sub) Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Bids prepared by Debarred, Suspended or otherwise ineligible Contractors or ineligible (Sub) Contractors are at the risk and expense of their own. The estimated issuance date of the solicitation is November 15, 1999. The estimated datefor receipt of bids is December 15, 1999.
