Armament Center (AAC) intends to award a contract for technical support
of the GEMACS 6.0 program and technical support for the development of
GEMAC 6.1 Software for the Seek Eagle electromagnetic modeling and
simulation system. This is a contemplated sole source to Advanced
Electromagnetics, 4516 Stockbridge Ave NW, Albuquerque, New Mexico,
87120. The solicitation for the announcement is F08651-00-Q0054 and is
issued as a Request for Quote (RFQ). The contractor shall deliver and
integrate a GEMACS 6.0&6.1/UNIGRAPHICS Conversion Process. Integrate
GEMACS 6.0 & 6.1 into SEEMS. Document as required to obtain GEMACS 6.0
& 6.1 accreditation. Provide the GEMACS 6.0 & 6.1 verification and
validation (V&V) process with technical support and documentation as
required to gain GEMACS 6.0 & 6.1 accreditation and sustain SEEMS.
Program GEMACS 6.0 & 6.1 to model SEEK EAGLE test cases. Provide the
capability of modeling and simulating the electromagnetic
characteristics of aircraft/weapon configurations. The SEEMS system
will also be capable of electromagnetic modeling and simulation of
other military and commercial subjects To support the current and
future electromagnetic compatibility requirements of the Air Force.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only RFQ. A written RFQ will not be issued. The
Standard Industrial Code (SIC) for this acquisition is
7371($18,000,000.00). Please identify whether you are a small or large
business based on the SIC. This solicitation document incorporates
provisions and clauses in effect through Federal Acquisition Circular
90-42. The following FAR clauses apply to this synopsis/solicitation:

Evaluation-Commercial Items (Evaluation will be based solely on price);
52.212-3, Offeror Representations and Certifications-Commercial Items
(Offerors must submit a completed copy of the Representations and
