Administration intends to issue a modification to a delivery order
placed with EDS on GSA Schedule Contract for labor under the authority
of FAR 6.302-1 through solicitation number 6TSA-00-CSC-0002. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-12. Only one
responsible source and no other supplies or services will satisfy
agency requirements. A justification for Other than Full and Open
Competition has been prepared in support of this acquisition. This
procurement is for communications hardware, PC hardware, software,
shipping, supplies, administrative and travel for Homes III integration
in Europe. The labor portion of this was awarded as a GSA Schedule
Contract delivery order. This project includes working with Government
agents at varying levels of involvement to facilitate ongoing
Europe-wide HOMES III deployment activities and to ensure the EISNET
network is fully operational to support the ongoing deployment at each
of 25 primary sites and their remotes, as follows: provide the
internal cable plant and drops for each work station at each primary
site and its associated remote sites, assuming one Government-provided
server per primary site and an average of 30 Government-provided user
workstations at each site. Upgrade 25 Government-provided servers to
support RAID 5 operation and ensure each of these 25 servers is
configured according to TPOC-provided base-line standards before the
deployment team arrival at the site. Provide five network printers at
each of 26 LAN systems KEY REQUIREMENT: It is imperative the
contractor's installation efforts stay ahead of the deployment
schedule. ALL SITES MUST BE COMPLETED BY OCTOBER 22, 1999. The proposed
contract action is for supplies or services for which the Government
intends to solicit and negotiate with only one source under authority
of FAR 6.302. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. This
notice is not a request for competitive proposals. All proposals
received by 4:00 p.m., CST, 10/12/99 will be considered by the
government. A determination by the Government not to compete this
proposed contract based on responses to this notice is solely within
the discretion of the government. Information received will be
considered solely for the purpose of determining whether to conduct a
