Army Soldier and Biological Chemical Command (SBCCOM) hereby solicits
industry's ideas and recommendations on how best to proceed with the
storage and possibly the subsequent disposal of this inventory of
Decontamination Solution-2 (DS2). Background: The U.S. Army currently
stores a supply of DS2 at an installation located in the North East
United States. This installation is slated for closure under the Base
Realignment and Closure Act (BRAC) in July 2001. DS2 is a light amber
solution or mixture consisting of 70% active agent
(diethylenetriamine), 28% solvent (ethylene glycol monomethyl ether)
and 2% active agent booster (sodium hydroxide). It is an alkaline,
corrosive liquid with a flahpoint of 168F (as determined by the
closed cup method DS2 is packaged in 1 1/3-quart cans, 5-gallon pails
and 14-liter containers. The inventory of DS2 stored at the
installation is approximately 1.9M gallons. This inventory is stored in
two 2000,000 sq. ft. warehouses located in a 10 acre, fenced compound.
The DS2 is a hazardous material. The proper shipping name of DS2 is
"caustic alkali liquids, n.o.s. (diethyklenetriamine, ethylene glycol
monomethyl ether, sodium hydrfoxide) UN 1719". The Department of
Transportation (DOT) hazard classification of DS2 is corrosive
material, Class 8, Packing Group 11 material. At this point, it is
estimated the Army will need DS2 for the next eight years in support of
various Department of Defense programs and efforts. Following this
storage, the DS2 will be disposed of; the DS2 has salvage (reclamation)
value. Discussion: The Army would like to close the entire installation
under BRAC. However, to date the Army has been unable to find an
alternate DS2 storage site within DOD. A commercial site(s) is
acceptable but has not been located. If the Army is unable to find an
alternate storage site, the material would be retained at its current
10 acre warehouse site which would be designated as an "Enclave",
allowable under the BRAC legislation. The Enclave could be operated on
a Government Owned, Government operated (GOGO) basis, or on a
Government Owned, Contractor Operated (GOCO) basis. THIS IS INTEREST
