final Request for Proposal (RFP)5-14203/257 for support to Code 940,
the Goddard Institute for Space Studies (GISS). Offers are due no later
than November 22, 1999, at 2:00 p.m. local time, in the Bid Room
located at NASA/GSFC, Code 213, Bldg. 17, Room S142, Greenbelt Road,
Greenbelt, MD, 20771. The RFP is posted on the NASA Acquisition
Internet Service Web site at http://genesis.gsfc.nasa.gov/procure.htm.
This requirement is an 8(a) set-aside. The SIC Code and Size Standard
are 7371 and $18 million, respectively. It is anticipated that a
Cost-Plus-Award-Fee (CPAF) contract will be issued with an anticipated
start date of April 2000. A 1 year basic contract with four 1-year
options is contemplated for this effort. The Government does not intend
to acquire a commercial item using FAR Part 12. See Note 26. The DPAS
rating for this procurement is DO-C9. This effort will support Code
940, the Goddard Institute for Space Studies (GISS). The proposed
services include providing scientific programming and analysis in
support of specific GISS research programs and performing computer
facility operations, systems programming, technical library operations,
and overall logistical support for the GISS research facility. The
scientific programming and analysis functions are integral parts of the
respective research programs, whereas the other support functions are
required to maintain and operate the facilities used in performing the
research. The effort will be performed on-site at the Goddard
Institute for Space Studies in New York, New York. An ombudsman has
been appointed. See Internet Note "B". The solicitation and any

Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) format and will reside on a World Wide
Web (WWW) server, which may be accessed using a WWW browser
