Attn: The Defense Threat Reduction Agency has a requirement to provide the US and NATO with the tools required to understand the consequences of nuclear attacks either by rogue nations or terrorists or nuclear strikes by the US on threatening WMD facilities. These fast-running tools must be capable of performing target damage, and collateral effects assessments in urban and rural environments and their engineering algorithms must be based on validated first-principle models. Furthermore, these tools must employ modern object-oriented programming practices and client server architectures, be capable of efficiently and rapidly integrating new and existing models, and be comprised of a "standardized" set of models that describe all important nuclear effects. This effort will also provide direct support to USSTRATCOM tool development, training, and analysis needs. The solicitation for this effort will be issued on or about 22 October 1999. DTRA anticipates issuing a Cost-Plus-Fixed-Fee (CPFF) type contract. Contractors will be required to be cleared at the Secret level. The effort will be approximately eighty (80) man-years with an estimated period of performance of sixty (60) months.
