The Fleet and Industrial Supply Center Norfolk, Detachment Washington, D.C. intends to procure software maintenance support services for the Chief of Naval Operations. This procurement is for maintenance on the Navy Program Database System -- Windows version, Program Analysts Toolkit (WINPAT), Navy Ship Management Information System (SMIS) and the Department of Navy Program Information Center (DONPIC) Online web-based system. WINPAT is operated on both classified (Secret) and the unclassified environments. On each environment there is a primary and a secondary server located behind firewalls respectively on the Department of Navy Headquarters LANs (DNHN, Classified and Unclassified). The Unclassified servers are HP D380 series processors with UNIX operating systems, a shared RAID disk array and Oracle database software, connected over SQLnet interface with approximately 600 users on the DNHN Unclassified LAN and approximately 200 remote users with access over the Internet. The Classified servers areHP 9000/I70 processors with mirror UNIX, Oracle and SQLnet software. There are approximately 20classified users; most of these are on the DNHN Classified LAN, with a few remote users accessing via SIPRnet and STU modems. Support services includes supporting the WINPAT, SMIS and DONPIC Online application software and their associated hardware, software and communications components running on the HP 9000/I70, D380 and Proliant 3000 processors and user PCs. Maintenance support includes repairing bugs, implementing modifications required to deploy new hardware upgrades as a result of new releases of supporting COTS software and changes in the OPNAV LAN environment. In addition, implementing modifications to database structure, expansion of WINPAT user community from 800 to 2500 users, adapting WINPAT, SMIS and DONPIC online including designing prototyping, developing and assisting with administration of new software modules. This will be a Cost Plus Fixed-Fee, Level of Effort type contract for a base year plus four one-year options and an option to extend the contract period for up to an additional six months, IAW 52.217-8. The awardee is guaranteed a minimum for the base year and each option exercised. Approximately 5 labor categories and 47,667 labor hours are required for the five-year period. A secret level security clearance will be required for all on-site personnel. Award will be made to the offeror that proposes the best value to the government.
