Warfare Center Aircraft Division proposes to solicit for engineering
and technical services and supplies for wireless transmission systems
under Standard Industry Code (SIC) 8711. The Special Communications
Requirements Branch (SCRB) at the Naval Air Warfare Center Aircraft
Division (NAWCAD) Patuxent River, St. Inigoes, Maryland is engaged in
the design, development, integration, test and evaluation, and fielding
of wireless, communication-electronic (C-E) systems, subsystems, and
components. These systems are provided to users within the Navy, Army,
Air Force, Joint Special Operations Forces (SOF), and other DoD or
Governmental Agencies in order to fulfill urgent or emerging mission
requirements. An integral part of SCRB's tasking relates to the
implementation (from concept through deployment) of wireless components
and systems to enable efficient broadband communications of
voice/video/data for the desired user. The purpose of the proposed
acquisition is to provide technical and engineering services and
supplies to the SCRB to support legacy, current and next generation
wireless C-E system requirements and the design, development,
integration, test and evaluation, and fielding of those systems,
subsystems and components. The contractor shall provide a full range of
engineering and technical services for wireless systems. This shall
include research, design, development, analysis, procurement,
fabrication, integration, installation, test and evaluation, training,
and logistic support of wireless C-E systems, subsystems, and
components. The wireless systems have communication connection
requirements varying from line-of-sight to global and from
point-to-point to networked. The technologies applied to the wireless
transmission systems designed, developed, and implemented must meet or
enhance performance requirements, with cost effectiveness and
maintainability. Although not all inclusive, communication areas of
specialty which are of particular interest to SCRB and their sponsors
include the following: Military Satellite Communications (to include
UHF, SHF, EHF, GPS, GBS and Tri-Band Systems), Commercial Satellite
Communications (to include INMARSAT, Ku, C, Ka, LEO, and VSAT Systems),
HF Radio Communications/Technologies (to include ALE, NVIS and TCP/IP)
and Short Haul Tactical Communications (to include UHF/VHF LOS,
HAVEQUICK, SINCGARS, and Microwave), Commercial Wireless Communications
(to include cellular, LMR, pagers, PCS and wireless LAN), and Leading
Edge Wireless Technologies (to include S/W defined radios, 3rd
Generation system, AJ/LPI/LPD mechanisms, broadband enabling techniques
(compression, TDMA, CDMA, etc.), JTRS, DMR, Slice Radios, or Ultra Wide
Band Pulse Technologies. The services and supplies required are in
support of the above efforts. Solicitation N00421-99-R-1320 will
reflect a cost plus fixed fee level-of-effort type contract with a base
year plus four option years estimated at 214,000 hours for the entire
contract. The Request for Proposal (RFP) (anticipated to be released on
or before 05 November 1999), amendments, questions, and answers will be
published via the internet in Microsoft Word 97 format and will reside
on the NAVAIR Home Page for downloading, located on the World Wide Web
(WWW). The WWW server may be accessed using browsers such as Netscape
and the Microsoft Internet Explorer. The WWW address, or URL, for the
NAVAIR Home Page is http://www.navair.navy.mil. The RFP will be located
under the Business Opportunity heading. In addition to making the
solicitation available for downloading via the Internet site this
office will also e-mail a notification of the release of the
solicitation and any subsequent amendments to all prospective offerors
that submit a request for this information via e-mail. When submitting
