Background "The Office of the Assistant Secretary of the Air Force for Acquisition (SAF/AQ) is considering potential approaches to fulfill advisory and assistance services requirements. SAF/AQ anticipates awarding a competitive engineering, program analysis, and financial analysis contract (Secretary of the Air Force Technical and Analytical Support, or SAFTAS). The SAFTAS contract will provide expert support to all SAF/AQ organizations at the Pentagon and in Rosslyn (Arlington), Virginia. In addition, this support may encompass the Joint Strike Fighter (JSF) Program Office in Crystal City. It is anticipated that the contract scope will be similar to advisory and assistance services previously procured by SAF/AQ and currently performed by Analytic Services, Inc. (ANSER). To assist contractors in understanding the anticipated requirement, current task orders will be posted on the Internet at http://www.pixs.wpafb.af.mil/pixslibr/SAFTAS/SAFTA S.asp. The new contract is currently anticipated to start January 2001. The current contract for the current effort encompasses approximately 415,000 man-hours per year. SAF/AQ would like to create an open dialogue with industry regarding this requirement and potential solicitation. SAF/AQ is seeking early industry comment on the following: 1) purchasing advisory and assistance services as a commercial buy, including comments on potential benefits of commercial terms and agreements, and an organizational conflict of interest statement (posted on above PIXS site); 2) purchasing advisory and assistance services via a Firm Fixed Price contract, including comment on methods to manage risk between the government and the contractor; 3) possible incentives to motivate contractors to a higher performance level, including comment on a 5 year basic contract with a potential5 year award term incentive.
