R -- ENFORCEMENT OFFICERS SOL 52ABNF000022 DUE 102699 POC Karen Bruce (206) 526-6370 This publication serves as notice of intent to procure, on a sole-source basis, with the State of California Department of Fish and Game, services for enforcement of fisheries laws having to do with the bottomfish fishery of coastal California. The Government intends to negotiate with California Department of Fish and Game as they are the state agency legally responsible for managing these fisheries and they are the only entity capable of implementing and regulating such a program. Specifically, 1) monitor landings at ports in the State of California, 2) conduct site visits/surveillance to determine landing activity, 3) conduct at-sea patrols in both aircraft and watercraft to ensure fishers are abiding by gear restrictions, area restrictions, and seasonal closures, and 4) conduct regional market inspection (REMIT) investigations that focus on violations or potential violations of Federal groundfish regulations. The period of performance is anticipated to be for one year with options for two additionalone-year periods. This notice may represent the only official notice of such solicitation. See Note #22.
