202-776-8775) The Bureau of International Narcotics and Law Enforcement
Affairs, the Aviation Division has a requirement for UH-1N Pilot
Transition and Maintenance Test Pilot training. IMPORTANT: The
solicitation is contained in this notice. No other solicitation will be
mailed out. The contractor shall perform the following service under
this task order: a) Provide acedemic and flight instruction required to
transition a UH-1H/UH-60 qualified pilot into the UH-1N Helicopter. The
course of instruction should include a minimum of 20 hours of academic
instruction and 10 hours of flight instruction in the UH-1N
Helicopter. The following details the minimum academic and flight
subjects to be covered during the course of instruction: 1)Academic
Instruction; i) general aircraft description; ii) powerplant; iii) fuel
system; iv) rotor/transmission system; v) hydraulic system; vi)
electrical system; vii) flight control systems; viii) miscellaneous
control systems; ix) normal operations, aircraft limitations, and use
of the aircraft flight manual; x) flight handling/flight procedures;
and xi) emergency procedures; 2) Flight Instruction; i) normal take-off
and landing procedures and traffic pattern procedures; ii) enroute
flight procedures; iii) emergency procedures to include autorotation --
terminate with power and power recovery; iv) confined area operations
and maximum performance maneuvers; v) pinnacle operations; vi) use of
the UH-1N flight instruments in simulated instrument flight conditions.
b) Provide academic and flight instruction required to qualify a
UH-1h/UH-60 qualified maintenance test pilot as a UH-1N maintenance
test pilot. The course of instruction should include a minimum of 5
hours of academic intruction and 4 hours of flight instruction in the
UH-1N helicopter. The following details the inimum academic and flight
subjects to be covered during the course instruction: 1) Academic
Instruction; i0 aircraft systems operation and trouble shooting; ii)
aircraft records procedures; iii) maintenance test flight manuals and
test flight maneuvers; 2) Flight Instruction; i) ground operation test
procedures; ii) maintenance test flight maneuvers and in-flight
troubleshooting; iii) shut down procedures and maintenance checks; iv)
post test flight procedures; and v) special maintenance test
procedures; and C) The contractor shall provide all required manuals
and related materials (i.e., checklists, maintenance test flight
manuals, handouts, etc.) for the student's use during the course of
instruction. Materials issued to the student should be retained by the
student for future reference. D) The contractor shall provide aircraft
and flight hours necessary to accomplish instructions. IMPORTANT: The
