COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 8,1999 PSA#2451LOC FEDLINK RFQ The DOT intends to issue a RFQ to existing LOC BOA
holders for the placement of new and renewal FEDLINK periodical
subscriptions in accordance with an Interagency Agreement between the
Library of Congress and the Department of Transportation Library.
Written responses should include prices and technical data sufficient
to detrmine capability. No telephone calls will be accepted. In
addition to the requirements of the FEDLINK Basic Ordering Agreement,
the Department of Transportation Library has the following special
requirements for periodical ordering and services: I. ORDERING SERIALS
AND PERIODICALS * Vendor shall accept responsibility for continuation
of service if existing subscriptions are transferred from one seller
to another, including notification of publisher and prompt accurate
renewals to avoid either lapses or overlapping subscriptions. List must
be made available to the Library at least six months before renewal
processing is due, i.e., October 1st of each year. * Annual quote list
of subscriptions for the purpose of analyzing previous years' orders
for deletions and/or additions without having to create an in-house
list. * Must provide comprehensive service for both foreign and
domestic serials, and provide prompt payment so that subscriptions are
shipped on a timely basis and so that there is no lapse in
subscriptions. * Must be able to provide proof of payment on any
invoice on demand. * Must handle all correspondence with publishers to
resolve cancellations, address changes, duplicate receipts, and claims
for defective, mutilated, damages or lost issues. * Must handle small
orders of any size without adding a"small order" penalty fee. * Sample
issues must be provided if requested by the Department of
Transportation Library to determine if the titles are appropriate for
the DOT collection. * "RUSH" orders must be handled in a timely fashion
and require a "special rush" fee. * The vendor must automatically
supply all special issues, titles, pages, tables of contents, annual of
other indexes and numbered supplements included in the basic
subscription price. * Must facilitate orders and renewals by providing
subscription renewals adjustments to a common expiration date. * Must
provide up to date and accurate information on "credits" to the
account, whether they are credits passed on by the publishers or
credits generated by cancellations, title changes, etc. II. CLAIMING
SERIALS AND PERIODICALS * Must provide full service assistance in
claiming missing issues for all of the Department of Transportation
associated with the basic account, and notify the Library of the status
of the claims. Claim information and the ability to claim must be
available on-line or through some form of electronic data interchange.
* Responses to claims are required within thirty days or less. III.
SERIAL CONTROL CAPABILITY * Must provide records in the MARC-S format
that can be added to the Department of Transportation serial control
database format. New records added to the subscription list must be
provided to the Department of Transportation Library on a monthly basis
to update the database. * Must provide an electronic on-line claiming
and ordering to the serials control database between the Department of
Transportation Library and the vendor. Services shall include basic
subscription service and basic renewal service for periodical
subscriptions at the following Library locations: 1.) Department of
Transportation Main Library, SVC-123 400 7th Street, SW Washington, DC
20590 2.) Department of Transportation Library Library, FOB10A,
SVC-122.10 800 Independence Ave., SW Washington, DC 20591 3.)
Department of Transportation Library Transpoint, SVC-123.10 2100 Second
Street, SW Washington, DC 20593 Subscriptions are to be placed for
