Mission to The Dominican Republic (USAID/Santo Domingo) is seeking
proposals from qualified U.S. private firms, universities, or PVOs or
other not-for-profit non-governmental organizations (NGOs) for the
implementation of specific program components which contribute to the
USAID/DR Strategic Objective 2: "Increased Use of Sustainable Basic
Health Services and Practices. The Contractor will provide services to
carry out health reform activities, in complement with other health
activities being carried out by other partners, to attain the
objective. The focus of the contractor's efforts will be directed at
achieving results under Intermediate Result No. 4 (Increased Efficiency
and Equity of Basic Health Services, especially at decentralized
levels) and directly contributing to the attainment of results under
Intermediate Result No. 1 (Increased Access to HIV/AIDS/STI Prevention
and Care Services by At-Risk and Affected Population Groups). To this
effect, USAID/Santo Domingo is contemplating awarding a 60 months
period of a Cost Reimbursement contract. By the end of this five-year
contract, the following results are anticipated: (1) Increased percent
of provincial level health care providers (DPSes) implementing
effective HIV/AIDS prevention-care programs, (2) Increased number of
decentralized projects implemented at the provincial level in the
activity areas which USAID supports, (3) Increased number of key health
services adopted. Primary Dominican partners and customers include the
Government of the Dominican Republic (GODR) Secretary of Public Health
and Social Assistance (SESPAS), and its provincial and municipal
agencies, the State Commission for the Reform of the Health Sector
(CERSS), the National Program for Control of Sexually Transmitted
Diseases (PROCETS) and non-governmental organizations (NGOs). RFP No.
517-00-001 for this requirement will be available on or about October
20, 1999. This award will be based on full and open competition. The
Request for Proposal (RFP), when issued, will provide the final
information on the closing date. The preferred method of distribution
