Inc. intends to enter into a firm fixed price contract for construction
services for alteration of building and warehouse located at the
Federal Correctional Institution in Victorville, California. Work to be
performed in accordance with Statement of Work and drawings which are
available from A&E firm at a cost of $154.00 per set. Please see
solicitation document for purchase details. Anticipated dollar range of
construction services is between $1,000,000 and $5,000,000. The
solicitation number is 1PI-R- 1462-00 and this solicitation is issued
as a Request for Proposals (RFP). This solicitation is subject to the
Davis Bacon Act. The solicitation document and incorporated clauses and
provisions are those in effect through Federal Acquisition Circular
97-13. This solicitation and necessary forms may be obtained at
www.unicor.gov/procurement/electronics. Solicitation will be posted to
this web site on or about October 21, 1999. The Standard Industrial
Classification is 1541, and the small business size standard is 17

at UNICOR, Federal Prison Industries, Inc., 13289 Air Base Rd,
Victorville, California 92394. Performance will be 120 days after
receipt of contract. There will be a preproposal conference on November
3, 1999, 9:00 AM, local time. The conference will be held at the
Federal Correctional Institution, 13289 Air Base Rd, Victorville,
California 92394. The due date and time for receipt of proposals is
2:00 p.m. Eastern Standard Time on or about November 22, 1999. All
offers must reference the solicitation number and the due date for
receipt of proposals. In addition to this, each offer must contain the
name, address and telephone number of the offeror as well as any
discount terms that are offered and the remit to address (if different
from the mailing address). If offer is not submitted on Standard Form
1442, it must include astatement specifying the extent of agreement
with all terms and conditions of this solicitation. Any offer that
reject the terms and conditions of this solicitation may be excluded
from consideration. All offerors must hold their prices firm for 60
calendar days from the due date specified for receipt of proposals.
Incremental pricing will not be accepted. Any amendments to this
solicitation must be acknowledged in writing. Any proposals or
modifications to proposals received after the specified due date for
receipt of proposals will not be considered. The Government will award
a contract resulting from this solicitation to a responsible offeror
whose offer conforms to the solicitation and is considered most
advantageous to the Government. Discounts for early payment, if
offered, will not be considered in the evaluation for award. Before the
specified expiration date of an offer, the Government may accept that
offer unless a written notice of withdrawal is received prior to award.
