project consists of a Base Bid and four (4) Option Prices and requires
the demolition of masonry walls, branch circuit electrical wiring,
supply feeders, panelboards, light fixtures, PA system and target
system. In addition, the new work also consists of new masonry walls,
approximately a 4m X 8m masonry target supply building, new structural
supports and welds to existing trusses, new exhaust fans, supply fans,
gas radiant heaters, a new motor control center, new Public Address
system, a new target system, and new exterior metal siding. This work
shall be performed in TWO Phases. Phase One includes work that can be
performed during the entire construction period and which includes but
is not limited to: (a) Paint exposed surfaces of the interior of the
pistol and rifle ranges; (b) Reseal the range asphalt paving and
provide new graphics; (c) Upgrade finishes in the classrooms, lounge,
restrooms, and gun cleaning room; (d) Install exterior metal siding;
and (e) Construct new masonry building to house compressor for the new
target system and storage for the replaceable targets. Phase Two will
specifically commence on March 1, 2000, and must be completed and
accepted by April 30, 2000. THE APRIL 30TH PHASE TWO COMPLETION DATE
CANNOT BE SLIPPED. The work to be completed during this phase will be
all items necessary to make the range operational, which includes but
it not limited to: (a) Structural repairs; (b) Replace firing range
light fixtures and their branch circuit wiring; (c) Replace panelboards
and their supply feeders. Provide new panels in new locations; (d) New
utility service to the building and remove existing service; (e) New
exhaust fans, supply fans, and radiant heaters and motor control
center; (f) Replace speakers, amplifier, pre-amplifier, and all other
PA accessories; (g) Replace existing target system with new target
system; and (h) Replace Control Rooms. A site visit is scheduled for
Wednesday, November 3, 1999, at 3:00 PM at the JJ Rowley Training
Center located at 9200 Powder Mill Road, Beltsville, MD. Contractors
will be required to check in at the Main Gate. Each Contractor is
limited to no more than two (2) individuals representing their company.

The General Services Administration (GSA) is committed to assuring that
maximum practicable opportunity is provided to small, small

in the performance of this contract consistent with its efficient
performance. GSA expects any subcontracting plan submitted pursuant to
FAR 52.219-9, Small Business Subcontracting Plan, to reflect this
commitment. Consequently, an offeror, other than a small business
concern, before being awarded a contract exceeding $500,000 ($1,000,000
for construction) will be required to demonstrate that its
subcontracting plan represents a creative and innovative program for
involving small, small disadvantaged, and women-owned small business
concerns as subcontractors in the performance of this contract.
Construction Period: 180 calendar days. Liquidated Damages: $480 per
day of delay. This procurement is not set-aside for small business
concerns. However, this procurement is being made under the Small
Business Competitiveness Demonstration Program. The Standard Industrial
Classification (SIC) Code: 1542; Small business size standard: $17.0
million. PLANS AND SPECIFICATIONS WILL NOT BE AVAILABLE ELECTRONICALLY
