Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to answer questions received from bidders. Question 1. An offeror has asked for the source of SiC/SiNC composite material. Answer 1. This material is commercially available ceramic grade Nicalon fiber. Question 2. Please confirm that material will be commercially available and delivered in such time to support a NASA delivery schedule of 35 days. Answer 2. This material is commercially available. The process that makes it a composite must be provided by the successful Offeror. Question 3. The Solicitation refers to the process as proprietary. Is it proprietary to the material supplier, a separate manufacturer or to NASA? Will it be made available to bidders? Answer 3. The proprietaryprocess has been licensed by the owner to a limited number of companies for this composite. It is NOT a NASA proprietary process, therefore it cannot be made available to bidders by NASA. Question 4. Advise when drawings will be made available to describe ceramic composite components? Answer 4. Drawings will be made available when the licensed vendor is selected. Question 5. Advise status of tooling for components? Answer 5. No tooling will be provided by the Government. Question 6. Define the Simplified Acquisition Procedure (SAP)? Answer 6. The SAP procedure is described in part 13 of the Federal Acquisition Regulations (FAR). The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on September 22, 1999.
