69 -- REALISTIC ARMORED VEHICLE TARGETS DUE 110199 POC Twyla Martin, Contract Specialist, (256)842-0054 E-MAIL: SOURCES SOUGHT, tmartin@redstone.army.mil. Potential sources are sought for targets that provide realistic day and night representations of armored vehicles for use on live-fire ranges at Army installations. The targets must present an accurate infrared image of the thermal sources on the represented vehicles when viewed using thermal sensors employed with current Army direct fire weapons. The targets will be used for the purpose of training soldiers to detect, identify, and fire on armored vehicles under simulated combat conditions. They must be compatible with existing range targetry systems, and they must be operable under conditions which exist on training ranges world-wide. The targets must provide a true-to-scale visual silhouette of the vehicles they represent, and they must allow for multiple engagements by live fire weaponry. Cost of operating the targets is a key factor; they should not require additional manpower on the ranges and should not significantly reduce time available for gunnery practice by requiring additional maintenance or preparation time. The targets must be environmentally safe and must not pose an unacceptable health or safety risk to operators, maintainers, or trainees. A firm fixed price contract is anticipated. While full and open competition is contemplated for any solicitation to provide these targets, competition will be restricted to organizations which have or are capable of obtaining a facility clearance which authorizes the handling of classified U. S. Defense information. Any company with the expertise to provide the required targets is invited to submit a statement of interest within 20 days, along with data to substantiate its qualifications. Data provided to substantiate qualifications should include information on current products meeting the general characteristics stated in this announcement and the reason(s) why a suggested product could be expected to achieve the capabilities requested. Sources with similar/compatible experience should provide the contract numbers of any current or previous government contracts for similar products.
