NASA/GRC plans to issue a Request for Quotation (RFQ) for 1 ea. simultaneous EDS system upgrade for ARL-SEMQ Electron Microprobe to include PFW-32 upgrade, EDAX EDAM III Multichannel Analyzer, KEVEX/EDAM Preamp,and computer upgrade with installation and training. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the above system upgrade from Advanced Microbeam, Inc., 4217 C Kings Graves RD.,Vienna, OH 44473-0000 under an approved Justification citing the authority of 10 U.S.C.2304 (c)(1) -- Only one responsible source and no other supplies or services will satisfy agency requirements. The Justification for sole source is based on the EDS system hardware and software for our ARL-SEMQ Electron Microprobe which is no longer supported by the original manufacturer (Kevex Corporation) and Advance Microbeam is the only known company that has the experience for providing the upgrade and the only known company that has access to the software source code to maintain compatability with our existing system. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 8 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 8 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
