Fax the Procurement Clerk on 970-229-5531. The USDA Agricultural
Research Service intends to negotiate and award an
Architect-Engineering Service (A-E) contract for it's facilities
located in Logan, UT. The A-E contract may be for one year with four
one-year options. It will be an indefinite quantity/indefinite delivery
contract for A-E services such as, but not limited to surveys, studies,
preparation of design specifications, drawings, and cost estimates for
laboratory renovations, office renovations, landscape, new building
and parking lot construction, etc. Evaluation of firms will be made on
the following criteria, in descending order of importance: A) Location
in the general geographical area of the project and knowledge of the
locality of the project. B) Professional qualifications necessary for
satisfactory performance of required services, such as facility designs
and legal surveys. The selected A-E will have professional registration
(for the architect, engineers, and surveyor of record) in the state of
Utah. If the A-E is registered in states other than this state, then
they will be required to obtain registration in this state by
reciprocity or by comity for purposes of making submission of plans to
State and local officials for review. C) Specialized experience and
technical competence in the type of work required, including, where
appropriate, experiences in energy conservation, agricultural
buildings, research laboratories, and greenhouses. D) Estimating
experience and historical accuracy. E) Capacity to accomplish the work
in the negotiated time. F) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality or work, and compliance with performance schedules. G)
Acceptability under other appropriate evaluation criteria. H) Quality
Control efforts to produce acceptable documents. I) Inspection Services
to assure Construction compliance. This is a 100 percent set-aside for
small business (less than $2.5 Million/year). Firms meeting this
requirement are invited to submit SF-254s and SF-255s under the
solicitation number, 2525-82HW-00 to USDA-ARS-NPA (Contracting), 1201
Oakridge Drive, Suite 150, Fort Collins, CO 80525-5562 by noon on
November 10, 1999. Any SF-254 and SF-255 forms received after this
exact time set for receipt will be handled in accordance with FAR
Regulations, paragraph 15.208. This is not a Request for Proposal.
