502-2334 This is notice of intent that the Administrative Office of the
United States Courts (AOUSC) intends to extend its competitively
awarded contract for computer-assisted legal and other informational
research (CALR) services with West Group for four additional years on
a sole source basis. The AOUSC continues to have a requirement for a
contract to provide up-to-date, comprehensive, consolidated, and
searchable on-line, full-text, CALR services. The contractor must be
capable of providing unlimited access to CALR information from
locations throughout the continental United States, Hawaii, Alaska,
Puerto Rico, the Virgin Islands, Guam and Saipan. The CALR services
must contain text databases with substantial depth in both
legal/law-related and general databases, as well as with substantial
depth in specialized information. The CALR services must include
full-featured search and retrieval capability within individual
databases and across databases. The CALR services must be able to meet
these requirements in three categories of research services: (1) legal
research services, including citation services and the building,
maintaining, and providing access to private databases; (2) newspapers
and journals databases and related services; and (3) people and public
record databases and related services. The scope of the requirements
includes on-line access to relevant databases for a broad, nationwide
judiciary user community, both through software (both network-capable
and for standalone access) and through the Internet. The scope also
includes user and system support; nationwide on-site training; training
and support documentation; and management reporting related to usage
and cost of CALR services. The scope of support requirements is for
24-hours per day, seven days per week. As a result of analyzing
responses to this synopsis of intent, the Contracting Officer may
determine that a solicitation will be issued. Any such solicitation
will be synopsized separately. Interested parties shall submit pricing
