The Department of the Treasury, Financial Management Service (FMS), 401
14th Street, SW, Washington, DC, 20227, intends to award a sole source
contract, utilizing commercial item simplified acquisition procedures,
to Sterling Software, Inc., 1800 Alexandria Bell Drive, Reston, VA,
22091 for specialized, proprietary file transfer software
(CONNECT:DIRECT) including upgrades to the existing system, revisions,
and related support software. This software is for use in 1] existing
3090 class IBM mainframe processors located at the following FMS
sites: 3700 East-West Highway, Hyattsville, MD 20782; 13000 Townsend
Road, Philadelphia, PA, 19154; and 1619 E. Woodward Street, Austin, TX,
78741 and for use in 2] sending processed files to and from the IBM
RISC/6000 series processors and workstations located at Hyattsville, MD
and all other FMS sites and major external customers. The period of
performance will be from date of award through September 30, 2000 with
four (4) 1-year option periods. The anticipated start date is
December, 1999. This is a combined announcement/solicitation. No other
documents exist. Vendors capable of providing this service and having
an acceptable past performance record are requested to submit a
technical and a cost proposal by the due date. C-1 BACKGROUND The
Financial Management Service (FMS) provides financial services to
support Federal Program Agencies (FPAs). The financial data going
between FMS and the FPAs is largely telecommunicated. In turn, FMS
telecommunicates large volumes of payment data to and from the Federal
Reserve banks. This movement of data depends on the use of robust data
interchange methods and standard software at both FMS and at the FPAs
and the FRB. This software is currently the Sterling Commerce
CONNECT:Direct products including the related MAILBOX software product
suite. C-2 SCOPE The purpose of this contract is to obtain
CONNECT:Direct and MAILBOX software including new software, annual
licenses for existing software, and upgrades and extensions of this
software. The software may be used at FMS or other government and
customer sites. C-3 DELIVERABLES C.3.1 Quantity C.3.1.1 The selected
software will be procured under an Indefinite Delivery/Indefinite
Quantity (IDIQ) contract. C.3.1.2 All items of software will be
available to procure under the Governments choice of lease, LTOP or
purchase, and with software upgrades during the life of this contract.
When upgrades are desired by the Government, the Contractor shall
offer a credit of the original acquisition price to the Government for
the version originally acquired under this contract. C.3.1.3 If the
Government has obtained Sterling software from another contract,
upgrade and maintenance for that software shall be available under this
contract. When upgrades are desired by the Government, the Contractor
shall offer a credit of the original acquisition price to the
Government for the version originally acquired. C.3.1.4 The Contractor
shall specifically offer software in all versions for large IBM
mainframe 390 class processors (MVS, O/S 390), IBM RISC (AIX)
processors, IBM class PCs (DOS, Win3.1/95/98/NT/2000), SUN and Stratus
processors. Software for other processors shall also be offered as
available per software brand. C.3.2 Software Updates C.3.2.1 The
Contractor shall periodically update this offering by add new, changed,
upgraded and updated versions of software. Such added versions shall be
in addition to items currently offered. C.3.2.2 The Contractor shall
provide basic assistance to describe product interfacing between
different versions of the products. C.3.3 Documentation and Manuals
C.3.3.1 The Contractor shall provide the supporting technical
documentation and user guides for the operation of the selected
software. At least one set of documentation and manuals shall be
provided with each software package acquired. C.3.3.2 The Contractor
shall provide updated technical documentation and user guides for
software updates and upgrades. C.3.4 Technical Support Requirements
C.3.4.1 The Contractor shall make available a Technical Hot-Line to
explain product features and requirements. C.3.4.2 The Contractor shall
provide technical support in all practical modes including, but not
limited to 6 AM to 9 PM Eastern Standard Time as a minimum, five(5)
days a week as a minimum, via modes of transmission including but not
limited to voice telephone, FAX dial-up Electronic mail, and Internet.
The Contractor shall not provide support on-site or in person. C.3.4.3
The Contractor shall provide technical support using qualified software
engineers or technicians who are able to provide immediate responses.
C.3.4.4 The Government may redeploy software to other locations or
between like processors at any time as necessary. As a result,
Contractor and Government will mutually update location records as an
aid for troubleshooting, to implement upgrades and changes, and to
assist in proper billing, C.3.2 Delivery Locations Software shall be
delivered directly to the specified destination as provided in
Government Delivery Orders. Prices shown in Section B. are FOB
destination. C.4 CONTRACTOR MANAGEMENT PLAN C.4.1 Objectives A
Contractor management plan is required to assure timely delivery of
software, software updates, and technical service to the end user and
to ensure full coordination with FMS. C.4.2 Plan Required The
Contractor shall provide a brief plan indicating how contract
requirements shall be met over the life of the contract. The plan
shall: a. Describe the Contractor's organization; b. Explain how the
contract activity will commence; c. Describe how the Contractor will
insure that FMS receives advance notice of shipment dates to the end
user; d. Schedule and describe how the Contractor will report to the
FMS Contracting Officer?s Technical Representative (COTR) on the
quality of service provided to the end user.; e. Schedule and outline
periodic summary reports of contract activity with FMS; f. Set up
regular Contract Status meetings with the FMS COTR; and g. Designate a
single point of contact (Project Manager) for the contractor
organization. Designate a backup for this Project Manager. Provide full
