This procurement is being conducted under the Test Program for Commercial Items, FAR Part 13.5. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number F08651-00-Q-0073 is issued as a Request for Quotation (RFQ). The provisions and clauses in the RFQ are those in effect through Federal Acquisition Circular 97-9. The Standard Industrial classification (SIC) code is 0851 and the small business size standard for this procurement is $5M. This acquisition is 100% small business set-aside. This procurement consists of furnishing all services and hand planting equipment and materials, and performing all operations in connection with hand planting government furnished pine seedlings. The work shall be completed in strict accordance with government specifications and the terms and conditions of the contract. In general, the work shall consist of hand planting approximately 3,820 acres in 43 separate areas with 1,500,000 containerized longleaf pine seedlings to be furnished by the Government. Location of the work is on Eglin Air Force Base Reservation, Eglin Air Force Base (AFB), Florida. Plant Government Furnished Longleaf Pine Seedlings, consists of planting to be performed by using dibble bars. No "hodads" or "sticker bars" are permitted.
