272-1052, Ext. 355 Notice to subcontractors of RFPs for the Penta Wood
Products Superfund Site Remedial Action. A two-step bidding process
will be used for the selection of subcontractor(s) to perform
remediation services at the Penta Wood Products Site near Siren,
Wisconsin. The Contractor is CH2M HILL, Inc. and the project is funded
by the U.S. EPA under CH2M HILL's prime contract 68-W6-0025. Four
separate subcontracts will be executed and subcontractors are invited
to propose on any combination of the subcontracts, from one subcontract
to all four subcontracts. The four subcontracts consist of DEMOLITION,
SITE PREPARATION/EARTHWORK, DRILLING/WELL INSTALLATION, and
BIOVENTING/GROUNDWATER TREATMENT. The DEMOLITION subcontract (RFP 164)
consists of offsite disposal of existing investigation-derived waste
and debris, demolition of 16 buildings (foundations excluded), and
recycling or disposing of material in a landfill, as appropriate. The
DEMOLITION subcontract cost is estimated to range from $140K to $200K.
The SITE PREPARATION/EARTHWORK subcontract (RFP 165) includes site
preparation, excavation and consolidation of approximately 85,000 cubic
yards of Pentachlorophenol and arsenic-contaminated soil and wood chips
into a 7-acre Corrective Action Managagement Unit, onsite
solidification of highly contaminated arsenic soils, concrete
demolition, placement of bioventing and groundwater treatment system
piping and well nest vaults, and site restoration. The SITE
PREPARATION/EARTHWORK subcontract cost is estimated to range from $1.7M
to $2.4M. The DRILLING/WELL INSTALLATION subcontract (RFP 166) includes
installation of combination groundwater extraction/shallow biovent/deep
biovent wells, formation sampling below the water table, development of
extraction wells, well abandonment, and piezometer installation. The
DRILLING/WELL INSTALLATION subcontract cost is estimated to range from
$260K to $340K. The BIOVENTING/GROUNDWATER TREATMENT subcontract (RFP
167) consists of construction of a pre-engineered building, a biovent
system, a liquid-phase granular activated carbon system for
groundwater treatment, and a LNAPL product recovery system. The
BIOVENTING/GROUNDWATER TREATMENT subcontract cost is estimated to range
from $300K to $420K. Under the two-step bidding process, interested
subcontractors will submit a separately sealed technical proposal and
a sealed pricing proposal. Company experience, technical approach,
project schedule, health and safety policies/records, and financial
records will be evaluated. Only those offerors whose technical
proposals meet the RFP requirements wil be eligible for Step Two.
During Step Two, the pricing proposals of eligible offerors will be
opened and the award will be made to the eligible offeror with the
lowest bid. The RFP packages will be available on or about October 20,
1999. Requests for the RFPs will be received by phone (414.272.1052

A series of mandatory pre-bid meetings will be held from November 2
through November 4: BIOVENTING/GROUNDWATER TREATMENT on November 2,
1999 at 1:00 p.m. (CST); SITE PREPARATION / EARTHWORK on November 3,
1999 at 8:00 a.m. (CST); DEMOLITION on November 3, 1999 at 2:00 p.m.
(CST); and DRILLING/WELL INSTALLATION on November 4, 1999 at 8:00 a.m.
(CST). Participants should meet at the main gate of the site at 8682
Daniels 70, two miles west of Siren, WI. Both Step One and Step Two Bid
packages are due in the CH2M HILL Milwaukee office by 1:00 p.m. (CST)
