The U.S. Environmental Protection Agency is seeking sources for on-site maintenance and piloting services for its fleet of 10 vessels (2-27' Whalers, 2-24' Romarines, 2-19' Whalers, 1-17' Whaler, 1-13' Whaler, 1-10' John Boat, 1-14' Grand Canoe, 1-14' aluminum canoe). Maintenance entails preserving or maintaining vessels, towing equipment, trailer, systems, components or equipment in such condition that it may be effectively utilized for its designated functional purpose. Maintenance includes work to prevent damage to a vessel, towing equipment, inspections, tests, and adjustment, scientific sampling equipment, or trailer which otherwise would be more costly to restore. The contractor will also be responsible for responding to all emergency situations that arise within the purview of the boat fleet. The contractor will inspect all departing and returning vessels to ensure that the boats are seaworthy and meet all safety requirements. The contractor will be responsible for entering data to implement and operate the system. There is a need for scientific research performed aboard the boats. Some are daily deployments involving local projects (Rhode Island, Massachusetts, Connecticut). EPA employees will pilot the boats during some these outings; contractor employees will pilot the boats on some. Longer overnight projects of approximately 7-14 day duration may occur several times a summer. These projects may require piloting by contractor employees. The USEPA anticipates awarding a firm-fixed-price, performance-based contract with a base year and four single year option periods -- anticipated start date March 1, 2000. This acquisition is a total small business set-aside with a Standard Industrial Code (SIC) of 3732 and a size standard of 500 employees. This procurement will not be made under FAR Part 12 provisions. It is estimated that proposals will be due 30 days after the RFP issuance date. A pre-proposal conference at the USEPA's Narragansett, RI, facility is planned; date to be determined. This acquisition represents a follow-on in part to contract 68C40078 with SBA/Lopez Contracting. Contract 68C40078 included this requirment as well as operation and maintenance of the Narragansett facility. Now two contracts are being awarded.
