Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to respond to questions and to change this procurement from a small business set-a-side to full and open competition (unrestricted basis). Questions: 1. Is the length of this contract just for one year, or will there be additional years added beyond Oct. 31, 1999? Answer: The purchase order will be for one year, November 1, 1999 to October 31, 2000. 2. What is the submission time deadline on Oct. 14? Answer: 3:30 pm MST 3. How often do the drivers/operators need to be trained? Answer: Drivers must take a one time safety briefing which last two hours. If the incumbent's drivers have already taken the course they do not have to retake it. 4. Where can the contents of FAC97-13 bereviewed? Is there an internet site where this information is at? Answer: The Internet Site is http://nais.nasa.gov/nasa_ref.html 5. Is the total small business standard set at $6 million annual gross? Answer: The set-a-side has been withdrawn, see below. 6. Answer: Yes, NASA WSTF has only received notices from two companies in regard to this request for quote, a large business and a small business. Pursuant to FAR 19.502-2 The Contracting Officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns and has chosen to withdraw the small business set-a-side requirement and make this procurement a full and open competition without regard to business size.
