COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 12,1999 PSA#2452REQUEST FOR INFORMATION The Defense Energy Support Center (DESC), in
conjunction with Fort Bliss, Texas, US Army Training and Doctrine
Command (TRADOC), US Army Assistant Chief of Staff for Installation
Management (ACSIM), and the Department of Energy National Renewable
Energy Laboratory (DOE NREL), seeks to obtain information regarding a
potential wind turbine project(s) to be located within the US
Government-owned land at Fort Bliss, Texas. In addition, the US Army is
seeking information that may be useful for other wind turbine projects
at US Army installations within CONUS. This Notice is issued to advise
potential industry participants of the opportunity to give Oral
Presentations to the Government, in order to assist the Government in
determining market interest in such a project and to gather industry
input on how such a public/private industry partnership could be
developed and structured. The goal of the Oral Presentation process, as
a market research tool prior to the solicitation of offers from
industry, is to provide the Government with an indication of industry's
experience and possible technical approach regarding wind turbine power
generation. The Government will utilize information gathered during the
oral presentations to determine the steps in a possible future
acquisition. Oral Presentations for efforts at Fort Bliss will occur at
Fort Bliss, Texas, during the week of November 15, 1999, exact location
to be named at a later date. Each presentation should last no longer
than one hour, with an additional hour per presenter allowed for
questions and answers. To express interest in giving the Government an
oral presentation, please visit the DESC Installation Support
Contracting Division's homepage at the address provided below. The
webpage will have a presentation registration form to complete. All
interested parties must complete the registration prior to October 15,
1999 and include on the registration form a list of any audio/visual
equipment requirements for their presentation. In order to ensure that
an appropriate number of handouts are available for all attendees, the
Government estimates that 15 Government representatives will attend the
oral presentations. Since the Oral Presentation process is a market
research effort, the Government reserves the right to limit the number
of Oral Presentations. The inclusion in, or exclusion from the Oral
Presentation process, has no bearing on any entities future
participation in any resultant procurement for such an effort. The
Government will notify those who have been selected to provide an Oral
Presentation by COB October 18, 1999. Each presentation should
describe how the entity proposes to meet the Government's objectives,
which are generally described as follows: the Government will lease or
other wise permit, with consideration, to a private industry entity
the use of Government-owned land at previously-approved locations
within the perimeter of Fort Bliss, for the purpose of installing,
owning, operating, and maintaining a wind turbine power generating
facility.The successful industry participant, after a full and open
competitive source selection/best value process, will totally own and
be 100% responsible for all electricity produced, but will need to
consider how the Government will be compensated for the use of its
land, both in pre-restructuring and post-restructuring of the
electricity industry. The industry participant should address the
following issues: 1. The availability/requirement for wind data 2. Any
environmental constraints which need to be addressed 3. A projected
timeline for start and completion of construction 4. The involvement of
the local electric utilities 5. and real estate issues which may be of
importance. The Oral Presentation should address the technical
feasibility of the overall concept and to that end, information that
the Government has regarding wind data, environmental, and other
pertinent information, will be placed on DESC's Website by COB October
9, 1999. The Government will not compensate any respondents for any
costs incurred in developing or participating in the Oral Presentation
process. Strict confidentiality of proprietary information is assured
to the extent permitted by Federal law. However, information from
individual Oral Presentations may be openly shared and discussed within
