S -- UNARMED GUARD SERVICE POC Lewis B. Allen, 949/360-3180 The Immigration & Naturalization is seeking small business sources to provide unarmed guard services at it's Service Processing Centers at El Centro, CA and Florence, AZ. The Service Processing Centers temporarily house criminal aliens many of whom have a history of violent behavior. The guard services are considered critical to the mission of the agency and will require extensive related experience, significant financial resources and professional, experienced management. Each location requires approximately 100 full-time guards to meet requirements and provide post coverage. Both locations are remote and have experienced difficulties in employee recruitment and retention. There are approximately 500 detainees at each location. The Standard Industrial Classification is 7381 and Small Business Size Standard is $9,000,000. In addition to standard business licenses that may be required, the State of California requires that guard contractors have a Private Patrol Operator's license which is obtained through the Department of Consumer Affairs. This license is critical and it is the understanding of the agency that it takes from 6 to 9 months to obtain. The requirement will eventually be solicited under a Request for Proposal/Performance Based format requiring evaluation by an agency team of subject matter experts.
