National Reconnaissance Office (NRO) is interested in receiving
proposals for research and development for the Director's Innovation
Initiative (DII) program focusing on the areas of Information
Superiority, New Design Paradigms, and Space Based Intelligence. This
notice constitutes a Broad Agency Announcement (BAA) as contemplated in
the Federal Acquisition Regulation (FAR) 6.102(d)(2) for private
industry and educational institutions. Submission of proposals against
this BAA is open to private industry and educational institutions,
with no restrictions as to the size of the business. Other Government
Agencies and Federally Funded Research and Development Centers may not
respond directly against this BAA, but may submit proposals to be
considered for establishing a Memorandum of Agreement between their
agency and the NRO DII program via a separate Government Sources Sought
Announcement. Readers should note that this is an announcement to
declare the NRO's intent to competitively fund research and development
for innovative technologies that meet the focus areas set forth in the
BAA. The BAA can be found on the DII Home Page accessible through the
World Wide Web at http://151.200.109.45 on or around 4 Oct 1999. No
other Request for Proposal, solicitation, or other announcement will be
made. Readers must download all applicable information necessary to
submit a proposal from the web page. Awards shall take the form of
contracts only. Before preparing a proposal, potential offerors should
read the information provided in the BAA for details regarding the
problem areas of interest, proposal format, proposal submission, and
proposal evaluation. To be eligible for consideration, readers wishing
to respond to this announcement must submit a proposal, including a
signed original copy, four additional copies, and one media copy on a
3-1/2" diskette or CDROM (Word for Windows NT document on a Windows NT
formatted diskette or CDROM), referencing this BAA to NRO, ATTN: DII
Program Contracting Officer, P. Williams, Rm WF14B16E,14675 Lee Road,
Chantilly, VA 20151-1715. Proposals sent via facsimile or electronic
mail will be rejected. Proposals must be received at the address listed
above, no later than 4:00 PM local time on 17 November 1999. Potential
offerors are cautioned that only limited funding is available for the
DII program. It is expected that multiple awards will result from
proposals received at a funding level of approximately $350,000 with
nine (9) month periods of performance. Proposals will be evaluated
against the following factors, in descending order of importance: 1)
potential contribution to the DII program objectives; 2) technical
merit and credibility; 3) management and offeror's capabilities; 4)
cost reasonableness (PASS/FAIL only); and 5) security aspects of
personnel and facilities, and the security management plan (PASS/FAIL
only). Proposals will not be returned after evaluation. Except as
otherwise stated herein, no additional written information is available
regarding this announcement. Requests for the same will be disregarded.
The Government reserves the right to select all, some, or none of the
