J. Holden, Bobby.Holden@msfc.nasa.gov. NASA/MSFC plans to issue a
Request for Quotation (RFQ) for a requirement entitled SPECIAL OPTICAL
TESTING STUDY. This study is being procured under the University
Research Basic Ordering Agreement (BOA) Program with the university
community within the United States. The requirement involves testing of
Next Generation Space Telescope Mirror System Demonstrator (NMSD)
mirrors. An initial assessment of test requirements and facility needs
for testing of Advanced Mirror System Demonstrator (AMSD) will be
provided. Research will be on-site at MSFC and at the contractor's
facility with a period of performance of 12 months. Quotations will be
evaluated using best value criteria stipulated in the BOA. TASKS: The
contractor shall perform the following tasks: Task 1: Development of
NMSD Wavefront Sensor Palette (WSP) The contractor shall produce a WSP
for use with the f/10 NMSD=s. Althought a WSP has already been
developed for the f/40 SBMD, a new one is required for the NMSD=s due
to the large difference in speed and the need to quickly reconfigure
for any mirror. This palette shall be configured as closely to the
current palette as possible. The more costly components of the current
palette, including the WaveScope, the PSF/PDI CCD camera, and the
Leica device, shall be used with the new palette. Also, the current
laser source palette and WSP control and data acquisition system shall
be used. Task 2: Second Round Testing of the SBMD & NMSD=s The
contractor shall support the second round testing of the SBMD and the
NMSD=s. This shall include support of planning activities with the
mirror manufacturers, installation of the appropriate WSP for each
test, optical testing system operations, and test reporting. Task 3:
AMSD Optical Testing System Design The contractor shall support the
design of the optical testing system required for the AMSD=s to be
tested in the MSFC Cryogenic Test Facility. The design shall be based
on the current system but be appropriate for testing off-axis parabolic
mirrors. Cost and schedule shall be important factors in the design.
Task 4: System Level Support The contractor shall support NGST system
level analyses as related to the above testing. Examples of such
analyses include prediction of figure test results based on structural
and thermal model output and test mirror system diagnosis through a
ray-trace analysis to duplicate measured figure errors. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/MSFC intends to purchase this study from the
University of Alabama in Huntsville under the Research BOA Program.
This sole source action is pursuant to FAR 13.106 and is based on the
University's expertise in this area of research. The Government does
not intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
