requires a real-time financial information service to be used by the
SEC's Division of Enforcement and Market Regulation in connection with
their market surveillance responsibilities. The information system
shall provide on a continuing basis, current and historical securities
trading data as well as access to business and economic news. The
contractor shall provide the SEC with a financial information service
which supplies real-time and historic transaction data on stocks,
options, futures and bonds. The service shall provide access to the
full text of news stories and articles for the most recent ninety days
from leading sources of business and financial information. The
service shall also provide the capability to download current and
historical trading data for analysis and to provide analytical
capability such as adjustable display bar, point and figure charts,
moving average charts and multiple graphs displayed simultaneously. The
services shall operate on SEC owned computers, on a multi-user Windows
NT environment. The period of performance will be one base year,
October 1, 1999 through September 30, 2000 and four (one year)option
periods from October 1, 2000 through September 30, 2004. Accordingly,
