a sole-source extension to Jorge Scientific Corporation (JSC),
Arlington, Virginia, pursuant to 10 U.S.C. 2304(c)(1), only one
responsible source under Contract NASW-4990. This procurement is to
extend the current contract for 5 months, in support of NASA
Headquarters, Office of Space Science (OSS). The current contractor
provides support of the peer review proposal processes for the OSS.
These processes include: assistance in preparing and tracking Broad
Agency Announcement (BAA) solicitations (i.e., NRA's or AO's) for
receiving and tracking "Notices of Intent" and proposals, maintaining
proposal databases, and supporting the peer review and selection
processes. The interfaces and systems will include electronic intake of
proposals; electronic interfacing with proposals reviewers; data
storage systems for incoming proposals, logistics of establishing and
hosting peer review panels, award processes, and providing program and
project outcome information, reports, charts, and data summaries. In
addition, the contractor assists in developing, modifying, and placing
program solicitation documents, program statistical information,
general program information, and product information on OSS electronic
bulletin board systems and Internet bases (E-mail, World Wide Web, and
FTP) systems. NASA Headquarters is currently in the process of
consolidating this contract and three other peer review contracts that
serve other HQ program codes through a competitive process. Therefore,
an extension is being done to provide a common expiration date and
allow the work to be consolidated into a single procurement that is
anticipated to be awarded by July 2000. During the performance of this
contract, JSC has uniquely gained specialized experience critical to
the successful completion of on-going OSS BAA's. JSC has the
infrastructure critical to the successful delivery of the services and
products of OSS solicited programs for the brief interim period.
Another contractor would need to invest resources to learn the program,
thus experiencing significant start-up costs. In addition, a new
contractor would require a significant phase-in period, which would
result in untimely delays in meeting program schedules. In fact, a new
contractor could not even be solicited and selected in the time
remaining between the expiration of the current JSC contract and the
expected phase-in of the new consolidated contractor. Any other firms

and capabilities within 15 days of the date of publication of this
