The National Institute on Drug Abuse (NIDA) is seeking information in
the form of capability statements from interested SMALL BUSINESSE (SIC
code 8743, small business size standard is $5 million) organizations
concerning the following: The National Institute on Drug Abuse (NIDA)
supports more than 85 percent of the world's research on drug abuse and
related health consequences. NIDA seeks to contribute to the
development of an international cadre of trained drug abuse scientists
to collaborate on research to address the problems of drug use, abuse
and addiction. The International Visiting Scientist and Technical
Exchange Program (INVEST) was initiated in 1990 by NIDA to promote the
development of collaborative international research through
fellowships, technical consultation and scientific information
exchange. The INVEST Program is designed to advance the global body of
drug abuse and related health consequences. Specifically, the goals of
this program are to: (1) facilitate the development of an international
network of drug abuse scientists who are knowledgeable about NIDA's
research and who contribute to global knowledge about drug abuse; and
(2) promote opportunities to build international collaboration in
prioritized areas of research on drug abuse and related health
consequences. As the world's leader in drug abuse research, NIDA's
technical consultation, capacity building and research information are
in far greater demand than can be provided by in-house staff
exclusively. The contract would provide support to meet this unique and
increasing demand and will promote collaborative research with
international scientists on the global problem of drug abuse.
Interested organizations must be able to: (1) provide logistical and
technical services at an international level; (2) provide
administration and support services relating to the competitive award
of international drug abuse fellowships to postdoctoral investigators;
(3) provide direct and brokerage-type services in the promotion of
collaborative research with scientists from other countries as well as
consultation in technical information areas related to drug abuse; (4)
maintain an electronic database with contact information, professional
and research interests, and documentation of ongoing participation;
(5) prepare presentation graphics, reports and an information letter;
and (6) prepare, implement and evaluate multinational research
symposia. Interested organizations must be able to demonstrate, in any
capability statements submitted, extensive experience with and ability
to perform the above tasks and especially to demonstrate capability to
administer and coordinate these interrelated tasks in an effective and
timely manner and on an international level.. All offerors are
encouraged to submit information documenting their capability and/or
experience in performing the kind of work described in this notice.
Such documentation may include, but not be limited to, contracts both
government and commercial the offerror has performed, references,
i.e.,names, titles, telephone numbers and any other information which
would serve to document the offeror's capability, e.g. awards,
commendations, etc. This is not a request for proposals. This notice is
for information purposes only and does not commit the Government to any
contractual agreement. Interested organizations submitting a capability
statement in response to this sources sought are required to identify
their size status. Written capability statements must be submitted no
