synopsis. This sources sought synopsis requests information needed
prior to release of any resultant solicitation. Details follow --
please be sure to read this entire synopsis. PROSPECTIVE OFFERORS MUST
PROVIDE THE INFORMATION REQUESTED (BELOW) IN THIS SYNOPSIS. This is
not a request for proposals and in no way obligates the Government in
an award of any contract, nor will the Government compensate interested
parties for any information which they may provide in response to this
synopsis. This sources sought synopsis contains the most currently
available information. This information is subject to change at any
time. The Naval Sea Systems Command (NAVSEA), Arlington, Virginia, is
seeking sources capable of providing Clerical and Other Administrative
Support Services. These services would be provided at NAVSEA
Headquarters, which currently is scheduled to move from the Crystal
City area of Arlington, Virginia, to the Washington Navy Yard (WNY),
Washington, DC, during the first six months of calendar year 2001. If
a contract ultimately is awarded, the Contractor may have to provide
these services simultaneously at both the Crystal City and WNY
locations temporarily until the move is completed. Currently, the
Government in-house workforce is performing these services. It is
intended to perform a cost comparison, pursuant to OMB Circular No.
A-76, in order to determine the most efficient and cost-effective
performing activity. Accordingly, a contract may or may not ultimately
be awarded as a result of the study/cost comparison. If a Contractor
is decided upon as the most cost-effective performing activity, an
award will be made in accordance with OMB Circular A-76 in conjunction
with all other applicable Navy and Government acquisition regulations
and best practices. If a contract award is made, Government employees
displaced by the award will have the right of first refusal for
positions with the Contractor for which they are qualified. Personnel
and facility requirements will include the necessity to have or obtain
security clearances. If you are interested in competing for this
requirement, please indicate your interest by sending an e-mail (only)
no later than 08 November 1999 to Ms. Deborah Dundon at
dundondk@navsea.navy.mil. All valid Internet responses from prospective
offerors must provide the return Internet e-mail address, mailing
address, telephone number, and facsimile number within the body of
their response. Internet responses without the aforementioned
information will not be recognized as valid. In addition, to assist in
the planning of acquisition strategy, please provide the following
information in your response. For the purpose of determining your large
or small business size status, please indicate your average annual
receipts over the past three years. Also, indicate whether your firm is
a small disadvantaged business and/or a woman-owned small business.
Finally, please provide a brief history of similar services and
identify the agencies for which your firm has furnished these services.
