COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 13,1999 PSA#2453TECHNICAL SERVICES FOR The U.S. Army Materiel Command Acquisition
Center, Natick Contracting Division, Natick, MA, on behalf of the
United States Marine Corps, intends to negotiate with and award a sole
source purchase order to William Tagye of Woodbridge Virginia for
twelve (12) months of specific unique support services related to
fielding plan preparation and new equipment and integration training of
the Modular Lightweight Load Carrying Equipment (MOLLE), Family of Body
Armor (FBA) and Interceptor Body Armor for various Marine Corp units
throughout the Fleet Marine Force. The scope of work is the planning,
development and execution of of New Equipment Training (NET) and NET
training plans, focused on the application of precision logistic
practices/processes as they relate to NET and fielding, as well as
materiel support and life cycle management of combat support logistic
equipment and systems. Specifically covered under this effort is the
on-site training and implementation of plans relative to MOLLE, FBA and
Interceptor Body Armor. This effort necessitates contracting with a
uniquely qualified individual for the following reasons: Individual
must be available at a moments notice to travel to any location around
the world and must be flexible to allow for last minute changes in
travel plans. The Marine Corp requirement must be initiated in November
-- December 1999 timeframe and requires unique familiarity with Marine
Corp training approaches, personnel/Rank and Bases worldwide. Further,
the equipment for which the training is envisioned is not otherwise
available to contractors and therefore only a contractor who is a
former Marine (recently disembarked) would have the understanding of
the Marine Corp and their small unit training doctrine at a level that
would allow for successful performance of this effort. In addition,
the requirement requires direct knowledge of small to large unit
fighting environments in which the new equipment is to be used.
Offerors who content that they can meet this very unique requirement,
must submit documentation, to include resume, discharge papers and
references, that thoroughly and convincingly demonstrates that they can
perform this effort. Information must be received no later than
