COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 13,1999 PSA#2453Defense Logistics Agency, Defense Retuilization & Marketing Service,
National Sales Office, 74 Washington Avenue North, Battle Creek, MI
49017-3094 MULTI-YEAR TERM SALE OF DOD SURPLUS USABLE PROPERTY SALE OF DEPARTMENT
OF DEFENSE (DoD) SURPLUS USEABLE PROPERTY. Point of contact is Cheri'
Reece-Calkins, DRMS-LMC, (616)961-7220 or email creece@drms.dla.mil.
This is a request for expression of interest as well as notification of
a pre-proposal conference. The Defense Reutilization and Marketing
Service (DRMS) intends on soliciting bids for a multi-year term sale of
a variety of DoD surplus property (e.g. aircraft parts, electrical and
electronics, household, medical, office machines, clothing and
textiles, vehicles, equipment). The estimated annual resale value of
this property is in excess of $60 million annually. DRMS, a
primary-level field activity of the Defense Logistics Agency, is
planning to offer future generations of useable surplus property for
sale. The contract will result in a proceeds sharing relationship with
the Government. This sale will be conducted using a two-step formal
process consisting of two distinct steps: (1) Request for Technical
Proposal (RFTP): solicitation, submission and evaluation of technical
proposals to determine acceptability; and (2) issuance of an Invitation
for Bids (IFB) to only those firms who have submitted acceptable
technical proposals under step 1. The technical proposals will be
evaluated and determined to be either: (A) Acceptable; (B) Reasonably
susceptible of being made acceptable by additional information, or (C)
Unacceptable. Any proposal which modifies or fails to conform to the
essential requirements or specifications of this request for technical
proposals may be considered unacceptable. An IFB will be issued to
bidders who have been rated technically acceptable on step 1. Bidders
are advised to submit proposals which are fully and clearly acceptable
based solely on the proposal as submitted. The government may proceed
directly with the second step of this sale without requesting or
permitting the submission of further information from any bidder. If
the Government deems it necessary to assure adequate bid competition in
the second step or otherwise finds it desirable and in its best
interest, the Government may in its sole discretion, request additional
information from bidders after initial technical proposal submission.
Such information will only be requested from bidders whose proposals
are considered reasonably susceptible of being made acceptable. The
additional information requested on such proposals will only be
submitted to clarify or supplement, but not basically change the
proposal as initially submitted. Firms submitting proposals determined
to be unacceptable within step 1 will be notified. The IFB (step 2)
will be issued only to those firms whose technical proposals have been
determined acceptable in step 1. No other firms will be invited to bid
or be considered for award. Each bid in step 2 must be based on the
bidder's acceptable technical proposal submitted in step 1. Award will
be made to the highest responsive/responsible bidder. A pre-proposal
conference regarding this action will be held at the Raddison Hotel
O'Hare, Rosemont, IL on November 10, 1999. Interested parties should
contact Cheri' Reece-Calkins at DRMS-LMC, Federal Center, 74 Washington
Avenue North, Battle Creek, MI 49017-3092, by facsimile at
(616)961-7568 or by email at creece@drms.dla.mil to request a copy of
the RFTP package. Additionally, a copy of the RFTP can be obtained from
the DRMS web site at www.drms.dla.mil. Submission of written questions
and comments prior to the industry conference regarding the RFTP/IFB
are encouraged. WEB: Defense Reutilization & Marketing Service;
