YTB tugs from Roosevelt Roads, PR to Philadelphia, PA. Description of
Vessels: Length overall, 109 ft.; beam, 29 ft.; maximum draft, 14 ft.
Riding crew -- No. Laytime: 1 day SSHINC each port. Master
solicitation, TUGCON 90, may be downloaded from MSC's website. Articles
deleted, modified, or added in master solicitation are identified in
Attachment J2, available upon request. Offerors shall use the
guidelines set forth in Section L of TUGCON 90 for submission of
offers; however, at a minimum the offers must contain (1) towage price,
demurrage rate, and expense of marine surveyor; (2) speed of advance,
laden and detailed itinerary; (3) Part I of TUGCON 90; and (4) Section
