price construction contract. The work includes removal and disposal of
PCB, asbestos and lead materials, and contaminated soils, demolition
and removal, renovations to Building 215, provisions for a pedestrian
bridge window replacement, interior finishes, fire protection, elevator
repair mechanical, electrical and special electrical systems and
incidental related work. The work will be accomplished under a phased
construction schedule. Building 215 will be partially occupied during
the construction and provisions for temporary facilities including
temporary utilities will be required. The requirements for the
technical Source Selection criteria factors are as follows: Factor A
Price; Factor B Past Performance and Experience; Subfactor 1 Prime
Contractor Past Performance; Subfactor 2 Prime and Subcontractor
Experience; Subfactor 3 Key Personnel; Factor C Technical; Subfactor 1
Quality Construction; Subfactor 2 Construction Management; Subfactor
3 Construction Schedule;Subfactor 4 Equipment Procurement and
Installation; Subfactor 5 Support of Small Business Programs; Subfactor
6 Corporate Resources. The Government reserves the right to reject any
or all proposals at any time prior to award; to negotiate with any or
all proposers; to award the contract to other than the proposer
submitting the lowest total price; and to award to the proposer
submitting the proposal determined by the Government to be most
advantageous to the Government. PROPOSERS ARE ADVISED THAT AN AWARD MAY
BE MADE WITHOUT EXCHANGES OR ANY CONTACT CONCERNING THE PROPOSALS
RECEIVED. Proposers should not assume that they will be contacted or
afforded an opportunity to qualify, discuss, or revise their proposals.
The estimated date for receipt of proposals is 8 December 1999 at 2:00
p.m. The approximate Solicitation Release Date is 29 October 1999.
This solicitation is available in electronic format only. All documents
will be in the Adobe Acrobat PDF file format on CD ROM. The free
Acrobat Reader, required to view the PDF files, is provided on the CD
or can be downloaded from the Adobe website. A charge will be made for
each CD. This solicitation will be issued as a two CD set. The cost is
$25.00 for the CD set. This price includes priority mail postage. These
sets will be made available upon receipt of a written request, and a
non-refundable check or money order made payable to the U.S. Treasury.

Estimated Cost Range isbetween $25,000,000 and $100,000,000. The
Standard Industrial Classification (SIC) Code for this project is 1542
