FOR PHASE II -- In additions to the Base Price Proposal, the Offeror
will be required to provide a proposed Modification/Change Order
percentage rates for Field Overhead, Home Office Overhead, and Prime's
Overhead on subcontractors and the Prime's Profit. The change order
markup cost elements are awarded as part of the contract and will be
used as the markups for both additive and deductive modifications after
award for the term of the contract for both the prime and
subcontractors.} THE PROPOSED ACQUISITION HEREIN IS BEING CONSIDERED
FOR 100% SET-ASIDE FOR EITHER SMALL BUSINESS OR SMALL DISADVANTAGED
BUSINESS (SDB) CONCERNS. Interested SDB Concerns should notify this
office in writing, Attn: Code 0211BG of their intention to bid the
project as a prime contractor as early as possible but NO LATER THAN 22
OCTOBER 1999. This notification must include a positive statement of
eligibility as a small business concern, evidence of capacity to obtain
required bonds and specific information which demonstrates the
capability to perform projects of this complexity and magnitude.
Complete information concerning management experience in similar work
and financial status should be submitted with references. If adequate
interest is not received from SDB Concerns, the solicitation will be
issued on an "UNRESTRICTED" basis. In either event, an amended synopsis
will be issued indicating set-aside decision. The work includes the
design and construction of a small craft berthing wharf and a 2007
square meter building at Naval Station, Mayport, Florida. Site work
includes paving for access roads, parking, and a boat ramp at the small
craft berthing area. The small craft berthing wharf will include 366
meters of usable berth length to support tugs, open barges, floating
cranes, landing crafts, a work platform barge, an oil spill skimmer,
utility transport boats, and a dive boat. Dockside services include low
voltage electrical, water, and diesel and motor gasoline fueling.
Construction of the wharf will require the demolition and removal of
rock at the Naval Station's south jetty, as well as dredging in front
of the new wharf and at Mayport's entrance channel into the turning
basin. The building will include administrative, shop, and storage
spaces to support the harbor operations, port control, small craft
repair, and rapid oil spill response missions at the Naval Station. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose proposal conforming to the solicitation
will be the "BEST VALUE" to the Government, price and technical factors
considered. This procurement will consist of two (2) Phases. Phase I --
will be evaluated based on the following factors: FACTOR A -- Past
Performance; FACTOR B -- Technical Qualifications (1)Design
(2)Construction; and FACTOR C -- Management Approach. The highest rated
offerors, 3 to 5 offerors but not to exceed five, will advance to Phase
II. The Government will then request PhaseII Proposals. Phase II:
Qualified Proposers will be evaluated on: FACTOR A -- Past Performance
(as previously done in Phase I); FACTOR B -- Technical Qualifications
(Same as Phase I unless revised); FACTOR C -- Technical Solutions; and
FACTOR D -- Price Proposal. The Government reserves the right to reject
any or all proposals at any time prior to award; to negotiate with any
or all proposers; to award the contract to other than the offeror
submitting the lowest total price; and to award to the proposer
submitting the proposal determined by the Government to be the most
advantageous to the Government. OFFERORS ARE ADVISED THE GOVERNMENT
INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS IF
POSSIBLE. Therefore, proposals should be submitted initially on the
most favorable terms. Offerors should not assume they will be contacted
or afforded an opportunity to qualify, discuss, or revise their
proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE
COMPENSATED FOR SPECIFICATIONS. TO ORDER PLANS AND SPECIFICATIONS: The
Government intends to issue Phase I on the WEB only. Phase I will be
issued on or about 12 NOVEMBER 1999. THERE WILL BE A NON-REFUNDABLE
CHARGE FOR PHASE II PLANS AND SPECIFICATIONS. To obtain the Phase I
solicitation, offerors must register on the Internet at
http://www.efdsouth.navfac.navy.mil/eb/. Additional instructions will
be provided on the web page. The official plan holders list will be
maintained and can be printed from the web site. Amendments will be
posted on the web site for downloading. This will normally be the only
method of distributing amendments; therefore, IT IS THE OFFEROR'S
RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDEMENTS
TO THIS SOLICITATION. For inquiries about Proposals Due or Number of
