Fleet and Industrial Supply Center, Norfolk Detachment -- Washington
D.C. has a requirement for the installation of a back-up 1000Kwatt
Diesel Generator, inclusive of all components, conduits, bus wiring,
1000 Gallon above ground tank, cables, etc. This requirement also
includes the construction of the concrete pad to accommodate the
generator and control unit, weather protective housing, and
construction of security fencing for the area housing the generator.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and
written solicitation will not be issued. This solicitation number
N00600-00-Q-0131 is being issued as a request for quotation. This
acquisition is set-aside for small businesses. The SIC code is 3621 and
the small business size standard is $1,000. SEE Note 1. The FISC
Norfolk Detachment Washington intends to solicit quotes and award a
firm fixed price contract for the following: CLIN 0001: Quantity 1-
Purchase of a permanent generator to run the entire building 27. CLIN
0002: Quantity 1- Installation of CLIN 0001 generator. CLIN 0003: Data
not separately priced, including Operation and Maintenance manuals.
Requirements This will require the generator, site work, concrete pad,
additional fencing, Two 1600 AMP transfer switches, Two 1600 AMP
Breakers and necessary conduits and wiring to connect all the
equipment. Contractor shall be required to start and test run generator
with full load. Requires minimal electrical outages that will effect
half of the building at a time, and an above ground fuel tank meeting
the environmental requirements specified by National Naval Medical
Center, Environmental Control Board. Standard commercial warranty.
Contractor shall provide: 1. A back-up 1000Kwatt Diesel Generator,
inclusive of all components, conduits, Bus, wiring, 1000 Gallon Above
ground tank, cables, etc. 2. 1000 gal above ground fuel tank 3.
Concrete pad to accommodate generator and control unit. 4. Weather
protective housing (including all components, wiring, etc) 5. Two (2)
1600 AMP transfer switches and breakers 6. Security fence to surround
generator and control units. The contractor shall propose any
miscellaneous items of work not specifically stated, but required for
a properly installed, "turn-key" installation and to successfully test
and run the generator. * Contractor shall ensure that all work is
completed and complies with all federal, state, and local building
codes and regulations. Delivery and installation of unit shall be to
the Naval Medical Information Management Center, 8901 Wisconsin Ave,
Bethesda, MD. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition circular
97.14. FAR Provision 52.212-1, 52.212-2, 52.212-4, 52.212-5, 52.247-34
and DFAR 252-212.7000, 252.212.7001, 252.243.7002, 252.204.7000, and
52.214-31 apply to this acquisition. Offeror shall include a completed
copy of the provision at 52.212-3. Offer Representation and
Certification-Commercial Items. A copy of clauses can be obtained at

Lack of registration in the CCR database will make an offeror/quoter
INELIBIBLE FOR AWARD. Information can be obtained through Internet at
http://ccr.edi.disa.mil. FAR.212-2, Evaluation-Commercial Items, is
incorporated by reference and applied to this acquisition. The offerors
shall be evaluated based on technical capability and price. Technical
capability is approximately equal to price. This procurement is being
conducted under simplified acquisition procedures, see FAR Part 13.5.
