These areas of interest include the full spectrum of issues that will help to quantify the potential threat, as well as improve submarine force survivability. Specific areas of interest include basic physics; sensor development; signal and noise modeling; detection algorithms (signal processing); performance assessments; countermeasure concepts (proof-of-concept); at-sea exercises and demonstrations; Port Ingress/Egress self defense and port security concepts; technology areas such as passive acoustics, active acoustics and non-acoustics (magnetics, lasers, infra-red, and wake phenomenology). Offerors submitting the most promising white papers will be invited to submit a full technical and cost proposal on all or part of their white paper submission. However, such an invitation does not assure a subsequent award. It is anticipated several contracts, grants, cooperative agreements, or other transactions will be awarded during FY00. White papers and full proposals will be evaluated using the following criteria, which are listed in descending order of importance. (1) Potential contributions of the effort to the Submarine Security Program; (2) Overall scientific, technical and socio-economic merit; (3) The offerors capabilities, related experience, facilities, techniques and unique combinations of these which are integral factors for achieving the objectives; (4) The qualifications, capabilities, and experience of the proposed principle investigator, team leader, of key personnel who are critical in achieving the objectives; (5) Budgetary costs and availability of funds. Offerors must state in their white paper that it is submitted in response to this BAA. This CBD notice constitutes a Broad Agency Announcement (BAA) as contemplated in FAR 6.102 (d) (2). This announcement will be open for approximately one year from date of publication or until replaced by a successor Broad Agency Announcement (BAA). This BAA replaces ONR BAA 99-001.
