Service-Washington on behalf of the Office of Defense Prisoner of War
Missing Personnel Office, plans to negotiate, on a sole source basis
with Mr. Robert Bishop of the American Embassy in Moscow, for research,
advisory, and consultative services, non-personal in nature, in support
of the Soviet POW Activities Research Project. The required services
include identification and utilization of information obtained by
interviewing citizens of the former Soviet Union and analysis of
Russian-language source materials dealing with American POW/MIAs from
World War II, the Korean War, the Cold War, and the Vietnam War.
Services also include assisting, as appropriate, in the preparation of
U.S.-Russia Joint Commission on POW/MIAs (USRJC) bilateral site visits
and plenary sessions, including providing escort and linguistic
services and liaison. The base period of performance of the anticipated
award is from on or about 29 October 1999 through 28 October 2000, with
four one-year option periods. The award of a Firm-Fixed Price Purchase
Order is anticipated. This notice is for informational purposes only.
