C -- COMPREHENSIVE FEASIBILITY STUDY SOL RFP 509-11-00 DUE 111599 POC Sylvia D. Henry, Contracting Officer, (706) 731-7175 Furnish A/E services for a comprehensive feasibility study of Buildings 18, 19 & 20 (ADMINISTRATIVE COMPLEX) and Buildings 29, 30, 31, 32, 33, 40, 65 & 66 (QUARTERS COMPLEX), Project No. 509-00-106, Uptown Division, VA Medical Center, Augusta, Georgia. SELECTION CRITERIA: 1) Firms must demonstrate experience in performing analysis of similar buildings, especially those associated with VA Medical Centers and/or government facilities in terms of cost control, quality of work, and compliance with performance schedules; 2) Firms must be able to provide all typed material on 3-1/2" floppy disks in Microsoft Word (preferably Word 97) format; 3) Professional qualifications necessary for satisfactory performance of required services; 4) Specialized experience and technical competence in the type of work required; 5) Capacity to accomplish the work in the required time; and 6) Acceptability under other appropriate evaluation criteria. SCOPE OF WORK: GENERAL STATEMENT: A) Prepare a comprehensive feasibility study concerning the disposition of Buildings 18, 19, 20, 29, 30, 31, 32, 33, 40, 65, & 66. The final report will be submitted in two (2) parts: ADMINISTRATIVE COMPLEX (Buildings 18, 19 & 20), and QUARTERS COMPLEX (Buildings 29, 30, 31, 32, 33, 40, 65, & 66). A Cost Benefit Analysis will be prepared for each part. As a minimum this feasibility will include the following options: STATUS QUO, SELL, LEASE, TRANSFER TO ANOTHER AGENCY, RENOVATE, DEMOLISH; B) The following items will be considered and evaluated in order to prepare the cost benefit analysis: current condition and use, hazardous materials, location, and renovation/repair costs. In addition, an appraisal and market analysis, including highest and best use will be prepared. BUILDING DESCRIPTION: A: ADMINISTRATIVE COMPLEX (Buildings 18, 19 & 20) 1.) Buildings 18, 19, & 20 are four (4) story building built in 1913. Except for connecting corridors, exterior construction consists of granite and brick The corridors consist of granite and wood. The granite, which is 18" thick, encompasses the ground floors of Buildings 19 and 20, the Building 19-20 connecting corridor, the first floor of Building 18, and the Building 18-19 connecting corridor. Building 18, 19, and 20 roofs are covered with a lightweight imitation slate, which was installed in 1985. 2.) The exterior surface of Building 19 is covered with asbestos paint. This must be removed and disposed of in accordance with EPA and GA EPD guidelines. In addition, some mechanical rooms in Buildings 19 and 20 have transite (asbestos) panels and floor tiles can be found on the 2nd and 3rd floors of these buildings. 3.) All of these buildings are historically eligible and any changes must be considered within historical guidelines. 4.) The area for each of these buildings is as follows: Building 18 -- GSF: 28,530 SF; GRND FLR SITE SF (ACREAGE): 7,561 SF (0.17 ACRES); Building 19 -- GSF: 61,616 SF; GRND FLR SITE SF (ACREAGE): 13,556 SF (0.31 ACRES); Building 20 -- GSF: 41,481 SF; GRND FLR SITE SF (ACREAGE): 12,409 SF ().28 ACRES). B. QUARTERS COMPLEX (Buildings 29, 30, 31, 32, 33, 40, 65 & 66) 1.) The Quarters Complex consist of eight (8) buildings [Four (4) duplexes (B29, 30, 32, & 33), One (1) single family unit (B31), and three (3) detached garages (B40, 65 & 66)]. All residential units are wood frame construction with a finished basement and unfinished attic. The detached garages are slab on grade and block construction. 2.) The exterior surface of all of these buildings is covered with lead based paint. This must be removed and disposed in accordance with EPA AND GA EPD guidelines. 3.) All of these buildings, which were constructed between 1927 and 935, are historically eligible and any changes must be considered within historical guidelines. 4.) The total area for these buildings is 29,435 SF, which is broken down as follows: DUPLEXES-5,948 SF each; SINGLE FAMILY UNIT-3,675 SF; SINGLE FAMILY GARAGE-288 SF; DUPLEX GARAGES-840 SF each. Interested firms shall submit SF254, A/E and Related Services Questionnaire, and SF 255, A/E Related Services for Specific Projects, to Contracting Officer (111A), VA Medical Center, One Freedom Way, Augusta, Georgia, no later than close of business, November 15, 1999.
