Standards and Technology (NIST), is seeking to identify small business
sources (SIC Code 8741, Size Standard $5.0 M) capable of performing
comprehensive construction management (CM) services. NIST is a research
and development (R&D) facility with 32 buildings, 30-35 years old,
located on a 578 acre site in Gaithersburg, MD and 23 buildings, 35-40
years old, located on a 208 acre site in Boulder, CO. The types of
projects may include new buildings and building additions -- commercial
and R&D; utility -- new installation, replacements and upgrades; civil
and site development projects; and renovations -- commercial and R&D.
The primary role of the CM on most projects will be to augment the
Government staff although it is anticipated that the CM may hold
contracts for some projects. Any resultant contract will include the
clause FAR 52.219-14, Limitations on Subcontracting which states that
for Services (except construction) at least 50 percent of the cost of
contract performance incurred for personnel shall be expended for
employees of the concern. The types of services may include but are not
limited to the following pre-construction, contract administration, and
post-construction activities: Information Systems Development and
Management, Condition Assessment, Facilities Planning, Design and
Design Review, Cost Estimating, Value Engineering, Life Cycle Cost
Analysis, Constructability Analysis and Review, Schedule Development
and Maintenance, Contract Support, Partnering, Quality Assurance, Code
Review and Analysis, Construction Schedule, Change Order
Management/Evaluation/Estimating/Negotiation Support, Claims Avoidance,
Project Documentation, File Management, QC Planning and Execution,
Project Field Engineering, Inspection and Code Compliance, Safety
Compliance, Construction Testing Services, Commissioning Support and
Enforcement, As-Built/Record Drawing/Specification Review and
Enforcement, Punchlist Preparation and Maintenance, Project Closeout,
Coordination Drawing Review and Analysis, Payment Application Review
and Recommendation, O&M Manual Review, Project Accounting, Construction
Progress Photography/Videography, Warranty Management, Claim
Evaluation, Schedule Analysis, Negotiation Support, ADR Support,
Litigation Support, Expert Witness, Facility/Space/Occupancy Planning
and Coordination, Migration and Move Planning, Move Coordination and
Support, Equipment Vendor Coordination and Support, Signage Planning
and Coordination, Telecommunications
Planning/Installation/Testing/Coordination, Post Occupancy Acceptance
and Evaluation, and Warranty Repair Coordination. Interested parties
are advised to submit a letter of interest and Standard Form 254,
Architect-Engineer and Related Services Questionnaire referenced in FAR
36.702. The following shall be included in the submittal: A listing of
all related/similar projects completed within the past 10 years with
a construction value greater than $5M. For each project identify the
type of contract, type of services performed, contract value and
duration of both the construction and CM services, staffing, and
up-to-date references. Describe proposed subcontracting and/or teaming
arrangements. Identify your firm's status as a small, business, small
disadvantaged business, 8(a) contractor and/or women-owned business
