Charleston intends to issue a Request for Proposals (RFP) for
management support, technical assistance and systems engineering to
support Command, Control, Communications, Computers, Intelligence,
Surveillance, and Reconnaissance (C4ISR); Information Warfare (IW);
information Technology (IT); Unmanned Aerial Vehicle (UAV); and
Advanced Combat Technology Demonstrations (ACTD) agencies. Due to
frequent liaison and coordination required under the proposed contract,
the successful contractor must maintain a facility within one-half hour
driving of SPAWARSYSCEN Charleston, SC. In addition, the successful
contractor must have facilities within one hour driving distance to
SPAWAR Activities in San Diego, CA; NAVAIR Activities in Paxtuxent
River, MD; ONI Activities in Suitland, MD; NRC Activities in Rockville,
MD; ONR Activities in Arlington, VA; USAF ALC Activities in Oklahoma
City, OK, and San Antonio, TX; USAF AMC Activities at Scott AFB; USAF
Activities at Eglin AFB, FL and McDill AFB, FL; andArmy CECOM
activities at Ft. Monmouth, NJ. A Top Secret Facility Clearance is
required. This will be an unrestricted procurement under the SIC Code
8711and FSC R425. An Indefinite Delivery, Indefinite Quantity type
contract with Cost-Plus-Fixed-Fee type task orders is anticipated. The
period of performance will be for a 12-month base period and four
one-year options. The Government estimates a potential level of effort
of approximately 1,179,620 labor hours over a 60 month period. Award
will be made to the offeror who provides the overall best value to the
Government. This procurement includes work currently being provided
under contract N00140-94-D-AA03 with Mandex, Inc. This is an updated
synopsis to the original Sources Sought synopsis issued July 1998 under
N65236-98-R-0429, and then listed as a Future Opportunity under
solicitation number N65236-99-R-0507 under the SPAWAR Business
Opportunities E-Commerce web page. The current solicitation number
N65236-00-R-0705 replaces both of the previous solicitation numbers.
All responsible sources may submit a proposal which shall be considered
by the agency in response to this solicitation. It is anticipated that
the solicitation will be available by 27 October 1999 on the SPAWAR
Business Opportunities E-Commerce web page address link listed below.
