provide support in the development of advanced propellant, explosive
and pyrotechnic formulations for the Warheads, Energetic, and Combat
support Armaments Center (WECAC), US Army TACOM-ARDEC. This support
includes the characterization of existing and new raw materials,
development of new techniques utilizing continuous processing
expertise, and developing and demonstrating new testing procedures and
new test equipment to determine the quality of the product. This work
involves the handling of hazardous material, hazardous waste, and OSHA
regulated substances. Respondents will provide a statement of
capability addressing technical experience and personnel qualifications
to include personnel training and experience in explosive handling and
safety, and hazardous waste handling. Respondents must demonstrate
knowledge, experience, personnel qualifications and current capability
in the following areas: (1) Crystallization of particles under
controlled conditions to generate the required particle size and shape,
(2) determination of the particle size distribution of crystalline
particles in the matrix without the need to separate the particles from
the binder of the suspension, (3) to quantitatively determine the
defect density distribution of the crystalline energetic particles, (4)
determination of the maximum packing fraction of particles, (5)
mathematical modeling of the crystallization process for scale-up
analysis, (6) mathematical modeling and design of dies for extrusion
processing, (7) mathematical modeling of continuous twin screw
mixer/extruder and batch processing equipment to determine optimized
operating parameters, (8) development of analysis tools to determine
the concentrations of ingredients, degree of mixedness and particle
size distribution of crystalline particles for energetic materials, (9)
modify the analysis tools develop to apply to on-line analysis using a
twin screw mixer/extruder, (10) have the capability to transfer data,
real-time, and be able to influence the operation of the twin screw
mixer/extruder during actual processing, (11) collect and analyze
rheological data using a squeeze flow rheometer and an on- line
adjustable gap rheometer, (12) characterize the dissolution rates of
binders and energetic particles with various solvents, (13) modeling of
the dissolution process, (14) dissolution based technologies for the
recovery, recycle and reuse of ingredients of energetic grains, (15)
evaluation of the basic mechanisms involved in the vapor deposition
process for the production of nano-particles, (16) mathematical
modeling of vapor deposition process, (17) development of sensors,
devices and micro-electronic and micro-sensor tools, (18) microwave
synthesis and microwave assisted chemistry, (19) business models for
the ammunition production processes, (20) mathematical modeling of
casting of explosives and to energetic materials, (21) develop,
demonstrate and transition innovative technology solutions to
environmental challenges associated with the life-cycle management of
weapons and munitions, (22) develop, demonstrate and transfer of
innovative remediation technologies for soil and groundwater including
agricultural and biological based methods, (23) develop, demonstrate,
and transfer of innovative waste treatment and resource recovery
technologies for soil and waste/groundwater, (24) perform treatability
studies on a broad range of soils and water from different ecosystems
for the purpose of determining the efficacy and/or viability of
particular technology, (25) identify and assist in the development,
demonstration and transfer of technologies aimed at reducing
remediation and maintenance cost of small arms firing ranges. Each
statement of capability shall be limited to 25 pages, excluding
