D -- INTENT TO SOLE SOURCE WITH SMITHS INDUSTRIES Notice of intent to negotiate a sole source contract utilizing Simplified Acquisition procedures under the authority of FAR Part 13 with Smiths Industries Signal Processing Systems Division, 3112 Evening Creek Drive South, San Diego, CA 92128. The client is the Naval Surface Warfare Center (NSWC), Detachment Seal Beach is located at 800 Seal Beach Blvd., Seal Beach, CA. This sole source procurement provides for the required components to upgrade the Balance Pro Vibrator Analyzer 610 Series so that all internal components are compatible with existing external hardware configuration for Y2K compliance. Smiths Industries and its subsidiary, Signal Processing Systems (SPS), is the original equipment manufacturer (OEM), and has the proprietary design. The upgrade the Balance Pro, Vibration Analyzer, computer based components, for Y2K compliance, is required by the Department of Defense, for all systems, which are going to be used after January 1st, 2000. Smiths Industries and its subsidiary, Signal Processing Systems, engineered, designed, and integrated into their design, the required components to upgrade the 610 series, Balance Pro systems, so that all internal components are compatible to existing external hardware configuration. The proposed action is for supplies and services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. The contractor holds the proprietary hardware, engineering and software data. This notice is not a request for competitive quotes but comments/responses received on or before October 14, 1999, 4:30 pm PST will be evaluated. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer.
