This procurement is a Firm-Fixed Price/Indefinite Quantity (Requirements) contract. It is the intent of this Request for Proposal (RFP) to obtain Military Family Housing Maintenance and Repair Services for approximately 1,370 housing units located in Northeast County San Diego, California. The services shall include Emergency/Routine/Exterior Facility Service Calls; Emergency and Routine Appliance Service Calls; Quarterly Inspection/Maintenance/Repair of Fire Protection Systems; Inspection and Repair of Recreational Sites; Pool Maintenance and Repair Services; Grounds Maintenance and Street Sweeping Services; Refuse Collection and Disposal Services; Change of Occupancy Maintenance Services; Interior and Exterior Paint; Bathtub/Shower/Shower Pan refinishing and replacement; Hardwood floor refinishing and repairs, Floor covering services; Fumigation services; Appliance Removal/Replacement services; Ceiling and Wall Repair; Countertop Replacement; Installationof Gas-Forced Air Furnaces, heat Pumps and thermostats; and Pest Control Services. Total duration of contract is 365 days (base period); however, four (4) one-year options may be exercised at the discretion of the Government in accordance with clause "NAVFAC 5252.217-9301 Option to Extend the Term of the Contract Services (JUN 1994)". This RFP is 100% set aside for Small Business Concerns. The Standard Industrial Classification (SIC) Code is 8744. For those firms certifying themselves as a Small Business Concern: The concern and its affiliates cannot exceed an average amount of sales or receipts for the previous three fiscal years not in excess of $20,000,000.00 under SIC Code 8744. AWARD MAY BE MADE TO A FIRM OTHER THAN THAT SUBMITTING THE LOWEST PRICE. THE GOVERNMENT INTENDS TO AWARD WITHOUT DISCUSSIONS, THEREFORE, OFFERORS INITIAL PROPOSALS SHOULD CONTAIN THE OFFEROR'S BEST TERMS FROM A COST OR PRICE AND TECHNICAL STANDPOINT. Evaluation for award will be based on offerors Written Technical Proposal, Oral Presentation by the Offeror and price. The Written Technical Proposal shall address Factor B: PAST EXPERIENCE AND PERFORMANCE with subfactors B1: Specific Housing Maintenance Experience and B2: Specific Housing Maintenance Past Performance. The Oral Presentation shall address: Factor A: MANAGEMENT with subfactors A1: Management Plan for Work Accomplishment, and A2: Quality Control Plan; and Factor B: PAST EXPERIENCE AND PERFORMANCE with subfactors B1: Specific Housing Maintenance Experience and B2: Specific Housing Maintenance Past Performance. Relative Importance of Factor/Subfactors: Factor A is more important than Factor B. Subfactors A1 and A2 are of equal importance. B1 and B2 are listed in descending order of importance.
