market survey conducted by the Special Missions Program, Code PM2P. It
is a request for information only and your response is not an offer.
This request for information does not commit the Government to pay any
costs incurred in the preparation of any submission to this market
survey or to contract for services. 2. MSC PM2P HQ requests expressions
of interest for the operation and maintenance of the USNS ZEUS (T-ARC
7), a U.S. Navy-owned cable ship, and program support within the
general parameters identified herein. 3. Any operator of the ZEUS must
be a U.S. corporation by the time of performance commencement and have
a SECRET level facility clearance. All operator crews must be U.S.
citizens with USCG licenses and documents and have SECRET clearances.
Any operator must demonstrate a thorough understanding of and
experience in all aspects of cable operations. Any operator must
develop and implement a quality system in accordance with ISO 9000
Series Quality Management. Any operator must be capable of conducting
at-sea operations twenty-four hours a day, seven days a week. Operating
limits will be worldwide and under a wide range of weather conditions.
The ship is outside of CONUS approximately nine months per year. 4.
Period of performance: Three years with two one-year options. Period of
performance would commence second quarter of fiscal year 2001. 5. Scope
of operations: a. The Contractor would be required to provide
personnel, operational and technical support ashore and afloat,
equipment, tools, provisions, and supplies to operate and maintain the
USNS ZEUS. The ship is employed as a naval fleet auxiliary unit in
independent ship and multi-project ship operations, operations with
other fleet naval units and operations with commercially-chartered
ships. b. The Contractor would be required to perform or assist in
operations which include but are not limited to: install, retrieve,
bury, or repair/harden underwater hardware (components or cables),
perform environmental surveys, and localize sea cable faults. c. The
contractor would be required to plan, schedule, coordinate and assure
effective completion of services such as deck support, engineering
support, material support, hotel services for Government personnel,
communications, personnel, training, physical security, general
administrative support, and shoreside infrastructure. d. The contractor
would be required to maintain all mechanical, electrical, and auxiliary
systems at an acceptable level throughout the contract performance
period. The contractor would be responsible for performing scheduled
and unscheduled maintenance and repairs, as necessary, on a
24-hour/7-day basis. Typically the ship is at sea a minimum of 45 days
and in port approximately 96 hrs while outside of CONUS. 6. Vessel

expires 12/21/98; USCG COI expires 1/5/00; USCG Int'l Oil Pollution
expires 1/7/01; ABS loadline cert expires 7/18/02. h. Current manning
level: 51 i. Bow and stern Thrusters j. Dynamic Positioning System 7.
